Williams Consulting, LLC is seeking an experienced Business Analyst to provide services in the delivery of a mission-critical Federal program. The contract will provide the following services: Task Management; Strategic Communications Management and Continuous Improvement; Business Process Improvement and Special Projects in Technical Management; Program and Project Management Support; Resources Management Support and Continuous Process Improvement, and Project Management Support.

Responsibilities

• Develop business and functional requirements for small scale workflow improvements enhanced by information technology
• Develop business strategies and models to enhance business efficiency
• Identify operation and technological risks
• Provide analysis support, analyzing and validating system capabilities with system users
• Translate business and functional requirements into performance measures
• Facilitate and conduct design and requirement review meetings
• Develop prototypes or wireframes
• Develop use case scenarios that model the desired business workflows using industry standard notations
• Define data requirements in accordance with the required information flow in the desired To-Be business process
• Document business needs and requirements including business analysis services that identify project business goals and objectives
• Create workflow mapping documents, gap analysis, project requirements management plans
• Define, document, test, validate, and manage project requirements
• Knowledge of tools, techniques, and frameworks for system development and delivery, including agile development

Requirements and Experience

• Bachelor’s degree in Public Health, Health Sciences, Health Informatics or Business Administration
• Experience in Business Process Modeling
• Experience with The Food and Drug Administration (FDA) desired
• 8 years of experience in federal contracting with business analysis and requirements development, preferably in public health/health care or information technology settings – HHS preferred
• Proficiency in Microsoft Office tools
• Outstanding attention to detail, accuracy, prioritization, and quality of work
• Effective communication skills, including the ability to operate in a complex fast-paced environment
• Excellent analytical and technical skills
• Ability to obtain Public Trust clearance
• Background investigation required
