Summary/Objective

The position is responsible for maintaining the accuracy and completeness of general and sub ledger transactions. This position also has responsibility for the timely financial reporting of the results of operations as well as activity cost reporting to management and for compliance with continuing disclosure requirements for bonds and other debt issued by WaterOne. The Manager-Accounting ensures compliance with generally accepted accounting rules and maintains adequate internal controls over the processing of financial data, and the receipt and expenditure of financial resources.

Responsibilities

Essential Functions

  • Responsible for the operation of all the elements of the general ledger system, the accounts payable system, and the fixed asset system.
  • Responsible for the accurate integration of financial data from sub-modules such as Project Systems, HR, and Utility Billing.
  • Responsible for the routine calculation and adoption of an Overhead and Cost Standard structure in order to properly allocate the costs of operations.
  • Prepares and interprets financial operating results and statistical reports. Recognizes and reports trends to the Director-Finance and management as appropriate.
  • Provides timely financial reporting to management, Board members and external users.
  • Coordinates with the Internal Audit Department and directs all accountants to ensure that external audit of fiscal operations is performed in a timely manner that an unqualified opinion is rendered within 90 days of the close of the fiscal year.
  • Provides financial data to management for activity costing analysis.
  • Responsible for the monthly preparation and distribution of a Key Performance Indicator report (KPI) which covers a multitude of financial and operational functions.
  • Supervises the accounting functions by reviewing existing systems and initiating changes as authorized.
  • Prepares recommendations to address unusual financial problems facing WaterOne. Defines problem areas and recommends solutions.
  • Prepares and recommends to the Director-Finance proposed revisions of Accounting policies, the Chart of Accounts, or Financial Statement format.
  • Reviews regular periodic or special financial and statistical reports, makes comparisons with forecasts, prepares analyses, and reviews results with the Director-Finance and management.
  • Prepares the Operating and Maintenance budget for Accounting Department functions.
  • Responsible for oversite of the purchasing card (p-card) structure, maintenance, and processing. This includes supervision of the accounts payable staff and their duties related to p-cards, monthly review and approval of individual p-cards as needed, and liaison with the WaterOne Purchasing department, which also has p-card responsibilities.
  • Performs personnel related duties, such as hiring decisions, performance appraisals, employee counseling, and disciplinary interviews for Accounting staff.
  • Recommends employee classification changes, job and salary changes, department staffing levels, and the acquisitions of furniture and equipment for the department.
  • Accountable for the training and development of accounting personnel.
  • Responsible to retain accounting records in accordance with the approved Records Retention Schedule.
  • Provides for the safekeeping of accounting work papers and records and provides those records to other departments as needed, including electronically in the form of attachments within the ERP system.

Qualifications

Required Education, Skills & Experience

  • Graduation from a four-year college or university with a major in Finance, Accounting, Economics, Statistics, or related field acceptable to management.
  • Requires eight years of work experience in a finance related position(s), strongly prefer supervisory experience- preferably in a utility or governmental environment.

Note: An equivalent combination of education, professional certification, and experience may be considered in meeting qualifications above.

  • Requires thorough knowledge of accounting principles, standards, and practices including those issued by the Governmental Accounting Standards Board (GASB).
  • Requires a working knowledge of the applications included in the Microsoft Office suite.
  • Requires creative thinking related to managing the development and presentation of financial information.
  • A working knowledge of all Kansas statutes that are applicable to WaterOne.
  • Must be able to plan, organize, direct, and supervise the work of the department.
  • Must be well organized and professional in style.
  • Must communicate well with others, both orally and in writing, and be able to interface well with WaterOne personnel and others and with other public-sector organizations.
  • Must pass a post-offer medical exam, including drug screen and background investigation (may not apply to current employees.)

Preferred Education, Skills & Experience

  • CPA, CMA, CPFO or similar certification acceptable to management.
  • A graduate degree in Finance, Business Administration, Public Administration, Accounting, or related field acceptable to management.
  • SAP experience or experience with a similar Enterprise Resource Planning (ERP) software application.
