Payroll and Benefits Specialist

General Information:

Supervisory Responsibility: None

Position Overview:

Our company is looking for a Payroll and Benefits Specialist who will bring expertise to a range of responsibilities administering the activities relating to employee payroll, health and retirement benefits and HRIS/HCM processing, including regular review, monitoring and documenting of internal processes and controls. This individual will take part in all compensation-related processes, such as processing staff payroll, collecting and verifying timesheet accuracy, addressing absence time management system issues, preparing salary-related documentation and maintaining a database of transaction records. The individual in this role will also be expected to advise employees on benefit-related issues and ensure proper use of the existing benefits, administration of benefits and changes, and assist with open enrollment. The Payroll and Benefits Specialist will be a subject matter expert with all payroll, benefits and HRIS administration.

Responsibilities:

PAYROLL

  • Processes bi-weekly payroll and technical transactions for hourly and salaried employees, including preparation for payroll (review of timecards, expenses, new and terminating employees in payroll, changes made/tracked that impact payroll), in compliance with all applicable Federal, state and county rules, regulations and procedures.
  • Prepares payrolls for review, approval and tracks and updates employee information for taxes and benefit deductions, wage assignments, retirement, and other payments.
  • Administers timekeeping and payroll processes for all WaterFleet employees, ensuring employees understand how to accurately input their time. Partners with supervisors to get time approved to meet payroll deadlines.
  • Enters payroll, benefits, and related data into computer systems, and maintains information system database; enters data, processes transactions, validates data, and compiles documentation.
  • Calculates manual/off-cycle checks for terminated employees or when other needs necessitate.
  • Reviews source documents for compliance to rules and regulations; determines proper handling of payroll and technical transactions within designated limits; reports discrepancies.
  • Checks documents for validity and accuracy of information; performs mathematical calculations; records, files and distributes related paperwork and technical documents.
  • Reconciles transactions and records according to policies; reviews payroll records and corrects errors as required; assures the accuracy of the payroll and accounting records.
  • Assures that all reports and paperwork are completed in a timely manner; updates, corrects, retrieves, and releases information according to procedures.
  • Assists Compensation and Benefits Manager to cross check payroll data for year-end W-2 processing.

BENEFITS

  • Monitors new hire health and 401k benefit eligibility and ensure enrollments are timely.
  • Processes benefits and technical transactions for the staff health plans and retirement plan in compliance with all applicable Federal, state and county rules, regulations and procedures.
  • Enters health and retirement benefits and related data into computer systems, and maintains information system database; enters data, processes changes and elections, validates data, and compiles documentation.
  • Assists in pulling annual census data for health renewal and 401k annual audits.
  • Assists in monthly/quarterly reconciliation of health benefits/invoices and retirement contributions and matches.
  • Responsible for the coordination and completion of health insurance compliance for the ACA.
  • Must support Open Enrollment activities.
  • Wellness coordinator: schedules onsite clinics, provides technical support, assists with paperwork, purchases and processes incentives.
  • Assists Compensation and Benefits Manager to cross check benefit data for year-end 1095 processing and annual HSA Elections.

SYSTEM MAINTENANCE, REPORTING & OTHER DUTIES

  • Upkeeps and Monitors HR/Payroll/Benefit Trackers.
  • Responds to VOEs and Wage Verifications from State Unemployment Offices and Third-Party Verifiers.
  • Conducts regular maintenance in Paycom HCM system to keep data up to date, and clean.
  • Functions as a Paycom champion for employees and supervisors, ensuring they understand how to use the system when questions arise.
  • Pulls ad-hoc reports for HR Management and supervisors, as requested.
  • Participates in New Hire Orientation as appropriate.
  • Participates in communication initiatives as indicated by HR Management. This can be via HR email, Paycom Notifications, or other relevant means of communication.
  • Leverages resources to find answers, solve problems, or suggest solutions (i.e. Paycom Account Rep, The Payroll Source, SHRM, IRS.gov).
  • Other relevant duties as the role necessitates.

Requirements:

  • High School Grad; or GED
  • Minimum 2-5 years of industry related experience in similar role(s)
  • 2 years of experience in the payroll and benefits department
  • Familiarity with the state and federal payroll and tax rules and regulations
  • Familiarity of benefits as it pertains to laws that regulate health benefits; eligibility (start/end); dependent eligibility; qualifying events.
  • Has an understanding of retirement plans as it relates to pre and post-tax deductions, employee and employer contributions.
  • Experience working with Paycom or similar HCM/HRIS systems.
  • Working knowledge of Microsoft Word and Excel
  • Strong work ethics and ability to treat sensitive information in a professional manner
  • Valid US drivers license and strong driving safety record (no more than 2 moving violations in previous 3 years).
  • Acceptable background check, clear of DWI convictions, for the last 5 years.
  • Foster teamwork and collaboration within and between department(s)

Qualifications


Qualifications:

  • Associate degree in Accounting, Business Administration, or a closely related field; accounts payable & receivable, or claims accounting experience preferred
  • Has an understanding of laws pertaining to: COBRA, ACA
  • Strong verbal and written and communication skills.
  • Interpersonal skills with an emphasis on partnering with team members.
  • Intuitively proactive with very strong attention to detail.
  • Excellent organizational skills.
  • Demonstrated ability to deal with sensitive, confidential data and information.
  • Understanding of health benefits and how to administer employee benefits.
  • High level of proficiency in Microsoft Office products.
  • Ability to work on multiple projects simultaneously.
  • Proven ability to adapt in a changing environment.
  • Has a positive attitude and is a team player.
