2023 Operations Director Job Description

Waterbury Ambulance Service Inc. (WASI) is a 501(c) (3) nonprofit organization that provides emergency medical response to the towns of Waterbury, Duxbury and parts of Moretown. We also provide mutual aid response to all surrounding communities in Central Vermont. We also provide non-emergency transfer services throughout Central Vermont. Our services consists of a dedicated group of over thirty volunteers with the support of three paid staff members, one part time employee and several per-diem employees.

Waterbury Ambulance Service responds to an average of 750 emergency calls per year. Beyond our emergency response, Waterbury Ambulance Service provides a variety of trainings, including community CPR, First Aid and Stop the Bleed. We are an active Car Seat Fitting Station and recently has been very extensively involved in the supervision and deployment of COVID-19 testing and vaccination throughout the Vermont. To date Waterbury Ambulance Service has administered over
150,000 COVID-19 tests and over 75,000 COVID-19 vaccinations. In 2021, Waterbury Ambulance
Service was recognized as the Ambulance Service of the Year by the State of Vermont EMS. We are looking at some exciting changes in our new future, to include building a new station and well as replacing some of our ambulance fleet.

Since 2002, Waterbury Ambulance Service branched out to provide wilderness search & rescue services to all the remote and mountainous terrain surrounding Waterbury and Central Vermont. The
Waterbury Backcountry Rescue Team responds to 20 - 30 calls each year and is a highly regarded member of the Vermont emergency response team.

Waterbury Ambulance is seeking to fill a new position of an Operations Director. This individual will manage the direct day-to-day operations of our service. The Operations Director will be expected to oversee both the administrative and clinical activities of Waterbury Ambulance staff.
This will include leading an organization consisting of both paid and volunteer EMTs at various certification levels, who provide emergency medical services to a diverse community. The person in this role will also to respond to emergency calls and is subject to the usual hazards of emergency response work.

The Operations Director, along with the Executive Director, will administer the Standard Operating
Guidelines and Bylaws put forth by the Waterbury Ambulance Board of Trustees and is responsible for developing, coordinating and implementing comprehensive administrative programs that further the mission and purpose of Waterbury Ambulance Service Inc. The
Operations Director will also be responsible for the direct supervision and evaluation of organizational staff, to include per diem and volunteer clinicians. Finally, they will be responsible for all aspects of
Waterbury Ambulance Service Inc. operations, including management and readiness of personnel; oversight of all bases of operation; ensuring the operational readiness of the equipment and response vehicles; and maintaining operational relationships with local emergency response agencies and receiving medical facilities.

Preference for the Operations Director will be given to an experienced paramedic. This individual will play a unique and vital role in bringing our service up to the paramedic level and introducing this new role to our organization. We have recognized the opportunity to bring paramedic to both our and surrounding communities. The Operations Director will need strong administrative and leadership capabilities to navigate the licensure and deployment process. If an AEMT is selected, they must commit to obtaining paramedic licensure within the two years.

ESSENTIAL JOB FUNCTIONS:

1. Manages & directs, by authority Executive Director, the day-to-day operations in a manner consistent with the by-laws & standard operating guidelines of WASI
2. Manages operational readiness of the crew, fleet, and location(s) in a manner best suited to meet call volume within the service area, and as a mutual aid response agency
3. Manages personnel, to include but not limited to: a. Supervises, directs, and evaluates staff (full-time and per-diem) b. Supervises the volunteer membership c. Responsible for the maintenance of detailed personnel records d. Oversees use of online Vermont EMS Training and Reporting (LIGHTS, SIREN, Vector) e. Provides reviews of ambulance responses (QA/QI).
4. Manages fleet of response vehicles
5. Manages all bases of operations
6. Plans, coordinates, and directs comprehensive administrative programs a. Volunteer recruitment and retention, b. Responsible for Scheduling c. Training Officer - Member certification, training, Oversees Recertification Process and skills-based development (crew chief, driver, etc.) d. Community education, support, and outreach
7. Participates in the design and implementation of a long-range strategic plan.
8. Attends seminars, conferences, workshops, etc., to enhance and maintain knowledge or to gain new knowledge of trends and developments in the field of training and emergency response.
9. Carries out the instructions, priorities, and activities as identified by the Executive Director; performs other duties as determined by the Executive Director.
10. Responds to emergencies as needed, functions as a member of the squad. Must obtain and maintain a Paramedic licensure and response as a Crew Chief Level as outlined below.

CREW CHIEF DUTIES AND RESPONSIBILITIES

  • Administer basic or advanced life support care to sick or injured persons in prehospital settings.
  • Assess the nature and extent of illness or injury to establish and prioritize medical procedures.
  • Be familiar with and competently operate/deliver all equipment, medical devices and medications necessary to provide advanced life support in diverse out of hospital environments.
  • Observe, record, and report to hospital staff the patient's condition or injury, the treatment provided, and reactions to drugs or treatment.
  • Perform emergency diagnostic and treatment procedures, such as suction or airway management, during ambulance transport.
  • Administer drugs as indicated by AEMT/Paramedic scope of practice and VT EMS protocols.
  • Comfort and reassure patients.
  • Coordinate work with other emergency medical team members of varying certification levels
  • Communicate with dispatchers and/or hospital personnel to provide information about the situation, to arrange reception of victims, or to receive instructions for further treatment.
  • Assess and devise appropriate methods of patient extraction and transport considering MOI/NOI, location constraints and crew ability and request and direct additional resources when necessary.
  • Decontaminate ambulance interior following treatment of patients with infectious disease.
  • Attend training classes/continuing education to maintain certification licensure as required by the NREMT and state law; keep abreast of new developments in the field and maintain existing knowledge.
  • Perform daily equipment and truck checks to ensure equipment is operable and the ambulance is stocked with all required and necessary supplies.
  • Perform general maintenance of the ambulances and equipment, including washing/cleaning units to maintain a clean work environment.
  • Perform general station duties (cleaning).
  • Portray Waterbury Ambulance Service in a positive manner at all times.
  • Learn and abide by Vermont EMS Protocols, Standard Operating Procedures and WASI By-Laws and SOGs.
  • Complete patient care reports in accordance with department and state policy.
  • Understand and uphold federal laws protecting medical information and patient privacy rights.
  • Operate the ambulance in a safe and appropriate manner in accordance with department and city policies.
  • Have ability to triage in multi-patient scenarios.
  • Coordinate services between police, fire, mutual aid and air medical transport.
  • Perform other duties as assigned.

MINIMUM QUALIFICATION:

  • Associate degree with course work emphasis in administration, Emergency Management, Emergency Services, or closely related field is preferred but not required; supplemented by vocational/technical training and experience in emergency medical service operations, emergency services planning, hazardous materials management, search/rescue, or response.
  • Five years previous experience and/or training at a managerial or supervisory level involving emergency medical service operations, emergency services planning, hazardous materials management, search/rescue coordination, firefighting, fire/rescue operations, and supervision; or any equivalent combination of education, training/experience.
  • Evidence of superior communication, managerial, writing and analytical abilities in health care administration, personnel management, social services and education.
  • Must possess and maintain a valid certification by the State of Vermont as an AEMT, Paramedic preferred. FEMA incident command 100, 200, 700 and 800 levels, Hazardous Materials Awareness and Vermont driver’s license.
  • Ability to work effectively and maintain good rapport with diverse groups (e.g., Public and private agencies, health and non-health care related, pre-hospital providers etc.).
  • Must be a self-starter, require minimal supervision, and display good follow-through, judgment and dependability and must have excellent interpersonal skills.

PAY & BENEFITS:

  • Pay: $24-$25 an hour depending on experience ($60,000-$63,000 annually) o 48 hours per week, Four, 12-hour, day-shifts. o Includes minimum of eight hours guaranteed overtime per week. o Weekends and holidays included
