Washington Metropolitan Area Transit Authority is Hiring a VP Bus Transportation Operations Near Landover, MD

The Washington Metropolitan Area Transit Authority, a large, diverse public transportation agency that provides Rail and Bus service to the Washington DC Metropolitan area, is seeking an experienced leader with 10 years in transit operations and labor negotiations to serve as Vice President, Bus Transportation. The Vice President, Bus Transportation is a key member of the Authority’s senior management team and partners with all Authority Offices to achieve organizational objectives. The successful candidate will serve as a strategic leader with responsibility for effectively managing complex Bus service delivery and staff coordination with a team of over 2700 employees including bus operators, supervisors, and mid-level managers.
Reporting to the Senior Vice President of Bus Services, this individual will be responsible for effectively leading and guiding the bus operations team to ensure the delivery of safe and reliable service in an equitable manner. Functioning within a fast-paced 24/7 operation and demanding environment, the incumbent will be accountable for: maintaining a strong safety culture; overseeing performance and continuous improvement; ensuring adequate staffing levels; and developing and implementing operating policies and procedures as necessary to meet the goals of the department and the Authority.
Minimum Qualifications:
Education
  • Bachelor’s degree in Transportation Management, Public Administration, Planning, Business Administration, or related field
  • In lieu of a bachelor’s degree, a high school diploma or GED with a minimum of four (4) years of experience, responsible for managing a complex and geographically dispersed transportation/transit operations organizatio
Experience
  • A minimum of ten (10) years of public transit operations experience, to include at least seven (7) years as a senior-level manager, overseeing the delivery of services to the public or a large customer base in a complex, geographically dispersed transit/transportation organization
Certification/Licensure
  • Possession of a valid District of Columbia, Maryland, or Virginia motor vehicle operator’s permit issued from the jurisdiction of residence
Preferred
  • Experience leading a public transportation organization that delivers 24/7/365 services
  • Demonstrated experience managing and interacting with a union workforce
Medical Group:
Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this job either with or without reasonable accommodation(s).

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary/Duties:
The Vice President, Bus Transportation (VP/BTRA) serves as head of operations for service delivery originating from all Bus Divisions within Washington Metropolitan Area Transit Authority (WMATA). The incumbent has overall accountability for Division Operations to include monitoring the performance of Metro Bus Operators, Depot Clerks, Division Office Staff and taking necessary corrective action to ensure established performance standards are met. This position is charged with effectively implementing and modifying bus operations procedures and techniques to ensure timely and safe public bus transportation. The incumbent partners with the Bus Operations Central Control (BOCC) staff, Bus Planning/Scheduling and Bus Training to ensure provision of high quality, customer focused, efficient and cost-effective transportation services to the community. This charge is accomplished by monitoring key performance metrics, which include absenteeism, operating budget adherence, on time performance, customer complaints, employee and customer injuries, preventable accidents and initiates the necessary actions to meet related target goals.
ESSENTIAL FUNCTIONS
  • Provides direction and support to WMATA's bus transportation operations to ensure attainment of Metro and departmental goals and objectives, within established policies and parameters. This is achieved thru subordinate supervisory staff, preparing and monitoring the department budget, developing and managing programs, policies, and procedures. Provides leadership, direction and management over the personnel and activities of the bus division.
  • Provides senior level management and oversight of scheduling, training, administration, coordination and implementation of policies, procedures and programs pertinent to bus transportation. Measures and monitors department performance, as well as individual employee performance.
  • Attends and participates in high level meetings, hearings and planning sessions, both internal to the Authority and with external stakeholders. Makes presentations to governing representatives and community groups related to the Office of Bus Transportation.
  • Develops the department's management team who are accountable for overseeing daily functioning of the department. Coaches and mentors managerial and supervisory staff to ensure operational efficiency and compliance with rules, regulations, policies and procedures.
  • Assesses employee performance and makes recommendations to improve performance and development. Conducts performance evaluations and provides performance feedback. Addresses performance issues and facilitates good performance through coaching, counseling and effective performance management.
  • Responds to high-level correspondence and communication both verbally and in writing. Prepares periodic reports to assess possible problems, trends or other concerns to ensure appropriates responses and information are provided to correspondences.
  • Supports budget preparation and execution for Bus Transportation Operations. Ensures all operational activities are accomplished efficiently, safely, economically, within budget and in accordance with the organization's mission, goals, and performance objectives.
  • Assists the Senior Vice President Bus Services in developing, evaluating and monitoring organizational effectiveness and executing the responsibilities and functions of the bus transportation operations department.
  • Provides leadership and works with managerial staff to develop and retain highly competent staff through selection, compensation, training and management practices which support the WMATA's mission and values.
