JOB TITLE: HUMAN RESOURCES ASSISTANT
DEPARTMENT: HUMAN RESOURCES, WARE COUNTY

Job Summary: This position provides assistance to the personnel functions of the

County government including the Human Resources Director.

Major Duties:

  • Prepares, maintains and distributes personnel policies for the county
  • Manages personnel processes such as initial orientation and signing up new hires for payroll purposes and preparing personnel records files.
  • Enrolls employees in insurance and benefit programs, answers policy question.
  • Processes and maintains accident claims, files workers compensation claims and related records.
  • Assists all County employees with insurance related problems. Performs such general work as answering the phone, preparing copies of records, completing and emailing some surveys, ordering supplies.
  • Accepts and maintains records of all submitted applications/resumes. Assists with the processing of medical, life, cancer, short and long term disability claims.
  • Drafts a variety of correspondence and reports, helps maintain all personnel related files.
  • Represents the county at various community functions (cancer, heart walk etc.)
  • Serves as assistant coordinator for employee involvement in various community projects.
  • Assists in annual insurance enrollment.
  • Assists other departmental personnel as necessary.
  • Runs errands for HR office.
  • Attends workers comp, health and other personnel related workshops.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of relevant policies and procedures.
  • Knowledge of state and federal laws and reporting requirements as related to personnel functions.
  • Knowledge of departmental rules, regulations, policies and procedures as related to payroll and personnel procedures.
  • Knowledge of general accounting and bookkeeping practices. Knowledge of general office practices.
  • Knowledge of computerized systems for the maintenance of financial records.
  • Skill in performing basic mathematical calculations.
  • Skill in maintaining accurate financial records and in preparing reports.
  • Skill in utilizing a personal computer and various database software applications.
  • Skill in utilizing office equipment such as copier, calculator, postage and fax machines.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The HR Director assigns work in terms of general instructions. Completed work is usually reviewed for the nature and propriety of the final results.

GUIDELINES: Guidelines include the County policy and procedure manual, state and federal laws governing personnel functions and departmental policies and procedures.

COMPLEXITY: This position consists of administrative tasks in managing personnel- related processes and answers to the HR Director.

SCOPE AND EFFECT: The purpose of this position is to help manage the personnel function for the County government. Successful performance helps ensure the efficiency of County payroll and personnel processes and the adherence of County operations to federal and state guidelines.

PERSONAL CONTACTS: Contacts are typically with co-workers, other County employees, employment applicants, insurance company employees and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve problems, provide services and motivate personnel.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting at a desk. Will occasionally need to lift somewhat heavy objects.

WORK ENVIRONMENT: The work is generally performed in an office.
SUPERVISORY RESPONSIBILITY: This position has no supervisory duties.
