Job Description

POSITION PURPOSE

The Supervisor of the meter department is responsible for overseeing the daily field and shop activities related to installing, replacing, repairing, reading and testing of meters and all associated devices. Additional responsibilities include managing all aspects of meter inventory control processes, including recycling of same as required. Ensure 100 % compliance with all regulatory requirements pertaining to meter reading, age and testing.

PRIMARY DUTIES / RESPONSIBILITIES

Meter Field 

  • Responsible for scheduling and overseeing the daily field and shop assignments of the Meter Department.
  • Responsible for coordinating and prioritizing field investigations for zero consumption/stopped meters for all meter sizes as dictated by the revenue review of the Customer Service Adjustments staff for Bayonne, as well as any other contract service in New Jersey/New York as directed by the Manager.
  • Responsible for coordinating and/or overseeing the meter change out programs (all sizes) for the following business units; Bayonne and ensuring annual change out targets are met as required by the Board of Public Utilities (BPU), as well as any other contract services in New Jersey/New York as directed by the Manager.
  • Responsible for performing weekly quality assurance/control investigations of work performed by all UW Bayonne FSRs and all UW Bayonne CSFRs to ensure work is performed in line with department, regulatory and safety standards. These include, but are not limited to, large domestic meter installations, fire line installations etc.
  • Responsible for all aspects of meter inventory as well as meter replacement parts and associated reading devices as required by change out program activity for each business unit.
  • Inventory of meters and equipment in CC&B as well as the inventory of the physical asset, meters, radios and any other auxiliary equipment. 
  • Ordering of meters and equipment
  • Dispatch of work orders entered in CC&B 
  • The Supervisor, as directed by the Manager, is responsible for preparing assignment rosters, reviewing time sheets, answering telephone inquiries, making inspections of various field projects, processing job sheets, and making personal contacts with customers, plumbers and contractors as needed.
  • Completion of work orders in the field and record maintenance of all the work orders completed. 
  • Coordinate meter testing with vendor and coordinate with customer service for the upload into CC&B of testing results. 
  • Responsible for return program for Sensus Meters that are still under warranty. 
  • Manage scrap meter program 
  • Liaison with Aclara for any issues with the Aclara One Application. 
  • Conducts quality assurance inspections on completed work as and when required to ensure that services to customers are in line with United Water standards of service
  • Reconciliation of all scheduled and unscheduled work daily (planned work vs. completed).

Meter Testing

  • The Supervisor is responsible for the direct supervision of the Field Service and Repair staff ( FSRs) and Customer Service Field Representatives (CSFRs) as assigned to meter testing and repair area for all size meters ( 5/8” thru 8” meters) for UW Bayonne and other business units as required.
  • Supervise / observe (or assign a suitable alternate…ie meter Leader) all customer or PSC requested meter “Witness Tests”
  • Supervisor must ensure all meter test results from either “Age” related or “Random Sampling” programs are recorded in a format conducive with company and BPU reporting requirements and ensure that reports are accurate and submitted to the appropriate regulatory agency in a timely manner.

Meter Reading 

  • The Supervisor, as directed by the Manager, is responsible for scheduling and overseeing the daily field and shop assignments of the Meter Department. Establish and adhere to agree upon meter reading / billing schedules.
  • Investigate meter reading exceptions (no reads, High/Lows, consecutive estimates, zero consumption). Determine best course of action to resolve. Assign accordingly to appropriate office / field staff. 
  • Offer assistance, advice, and supervision as necessary to meet all service and production requirements
  • Supervisor must oversee meter reading contractual requirements for Hoboken and Kearny and ensure that United Water remains compliant with terms of same.
  • Serve as liaison between SUEZ North America and current vender with regard to buying, repairing, and training on all meter reading equipment and associated meter reading system software.

Meter General 

  • Responsible for ensuring safety compliance with all company and OSHA safety standards including the scheduling and tracking of all required training in conjunction with the United Water Safety Dept. This also includes following the safety guidelines for on-the-job related injuries.
  • Monitor Aclara AMI System for collector failures and strength of batteries that maybe at the point of failure and need replacement. 
  • Supervisor must ensure that all INCOME (CODIS) controls are monitored and reported on in line with established and approved processes.
  • Be an active participant in the process of reducing Non-Revenue Water where and whenever possible. 
  • Remains inform of new products, equipment and techniques in the meter field and make recommendations for updating or improving existing equipment 
  • The Supervisor may be requested to cover Distribution Standby and/or become a part of the standby rotation as directed by the Manager of the UWNJ Meter Service 
  • Ordering and approving the purchase of department related materials, including those for other United Water companies. This is to be done in compliance with company procurement policies and/or established CODIS compliance standards.
  • May be requested to work on Special Projects as requested by the Project Manager. 
  • The Supervisor shall ensure that the department follows all guidelines set forth by the regulatory agencies such as the Board of Public Utilities.

Qualifications

Education / Experience / Background

  • Bachelor’s degree or equivalent work experience
  • 5 years’ experience of field and supervisory related experience.

Knowledge / Skills / Abilities

  • Strong oral, written and interpersonal skills
  • Ability to prepare written technical reports and interact effectively and diplomatically with management and/or bargaining unit employees as well as regulators, consultants, municipal officials, customers and the general public.
  • Proficiency with MS Office
  • Working knowledge of all software applications relating to meter reading as well as handheld and mobile units. (This also includes the AMS meter test bench system.)
  • Ability to manage activity pertaining to the random sampling program and generate reports that are required for the state of New Jersey Board of Public Utilities (B.P.U.).

Physical Requirements 

  • Physical: Walking on uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit, stand and walk for long periods at a time. Ability to enter confined spaces.
  • Sensory: Must be able to speak, see clearly and hear. Must be able to smell gases.
  • Mental: Must be able to read and write. Ability to learn new water industry technology and teach. Must be able to understand regulatory requirements.
