What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:
New Hire/Retention/Referral Incentives: New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of theManagement Resolution (Secs. 625 – 627)(Download PDF reader) 
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year. A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service (based on a full-time schedule; hours are pro-rated for part-time schedules).
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.
  • Pension Plan - Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS. 
  • Holidays - 11 paid days per year which includes a scheduled floating holiday.
THE AGENCY
The General Services Agency (GSA) is responsible for a broad spectrum of services to all County departments and agencies including Fleet Services, Facilities, Procurement, Special Services, Security and Business Support. The Parks Department also is part of GSA and manages fifteen (15) different parks, three (3) regional golf courses, five (5) community centers and three (3) regional trails. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
THE POSITION
Under general direction, the Security Services Manager provides supervision and/or management of County security programs. The incumbent is responsible for implementing and maintaining programs that protect Ventura County personnel, assets and member of the public.EDUCATIONAL INCENTIVE:Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.PAYROLL TITLE: Staff/Services Manager II - NE (non-exempt)
AGENCY/DEPARTMENT:General Services AgencyThe eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and extra Help vacancies for this position only. There is currently one (1) Regular, part-time vacancy within the General Services Agency.
Staff/Services Manager II - NE is a Management classification and is eligible for overtime compensation. TENTATIVE SCHEDULE

Duties may include but are not limited to the following:
  • Assists with general security protocols around the campus and various County owned or occupied properties.
  • Performs site visits to ensure contract compliance and produces written reports detailing the outcome of the visits. 
  • Provides ongoing interface with local Law Enforcement, particularly Ventura County Sheriff Office (VCSO) and the Ventura Police Department (VPD); establishes connections with sub-organizations of VCSO including Dispatch, Patrol, Court Services, the Gang Team, and other various details. 
  • Monitors social media for local and national organizations for upcoming protests, demonstrations, and events that might impact Ventura County facilities.
  • Provides knowledgeable consultation on various security topics to County management. 
  • Develops and presents training for work-place safety issues, such as high-risk employee termination, employee safety during civil unrest, building security, and earthquake danger awareness.
  • Performs security assessments for both physical security and distance-based surveillance including subsequent preparation of written reports detailing those assessments.
  • Collaborates with external subject matter experts to develop high value training for security or safety related concerns such as gang awareness for medical providers, evacuation training for County entities, Stryker chair deployment, and other security topics. 
  • Develops and updates Active Shooter/Hostile Event response for County Board of Supervisors; provides coordination training with VCSO Court Services Deputies and Command Staff for Active Shooter/Hostile Event response.
  • Attends Building Committee meetings to provide a Security Services voice to listen to concerns or questions.
  • Provides Fire Drill evacuation training either in person, remotely, or on web-based platforms.
  • Coordinates the activation, testing, and reset of fire alarms in conjunction with planned fire alarms with security forces, maintenance craftsmen, and local City or County Fire departments. 
  • Coordinates with local law enforcement and security forces to respond to planned and developing public demonstrations and protests, while being mindful of protecting constitutional rights; conducts site surveillance during such events to assist in protecting people and property, while managing resources. 
  • Responds to various security related incidents to include fires, suspicious persons, and criminal activity to assist with management of the incident. 
  • Obtains continuing education relating to civil unrest, terrorist targets, anti-government hostile actors, and government and private security practices and emerging trends. 
  • Coordinates updates to departmental Continuity of Operations Plans (COOP).
  • Performs other related duties as required.
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.EDUCATION, TRAINING, and EXPERIENCE:
Any combination of education and experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by a Bachelor degree in Criminal Justice or related field and three (3) years of experience providing security and safety services for a large, complex organization. 
Additional experience may substitute for the education on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS:
  • Must have demonstrated experience developing and maintaining business relationships with a variety of individuals internal and external to the organization
  • Experience developing, administering and presenting on security and safety training topics
  • Possession of, or the ability to obtain and maintain a valid California driver license
DESIRED:
  • Bachelor degree in Criminal Justice or a related field
  • Experience and knowledge in security assessments, methods and practices of security surveillance, and collecting intelligence in response to potential threats
  • Experience in law enforcement, military or security management
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of:
  • Security protocols, practices and services provided to a large, multi-site organization.
  • Variety of software programs including Microsoft Office as well as proprietary software of the County along with considerable knowledge in sifting through social media
  • Security threats and means to mitigate such threats in order to maintain a safe workplace for employees.
  • Surveillance practices and techniques.
  • Fire alarms system testing and fire drill evacuation procedures or guidelines.
  • Contract administration.
  • Training and presentation tools and techniques, and ability to develop and deliver presentations for agency/department staff as well as others on a variety of security and safety related topics.
Skill in:
  • Variety of software programs including Microsoft Office as well as proprietary software of the County along with considerable knowledge in sifting through social media
  • Customer service;
  • Analyzing and planning.
  • Writing comprehensive, detailed reports and making recommendations.
Working ability to:
  • Establish and maintain effective relationships with a wide variety of individuals including law enforcement, county employees and executive management, vendors and the public.
  • Develop, update and maintain Security Standard Operating Procedures (SOPs)
  • Communicate effectively orally and in writing.
  • Perform surveillance services with attention to detail and take appropriate steps to mitigate threats of safety.
  • Stay up-to-date with emerging safety and security related topics as well as continued education on related topics.

ORAL EXAMINATION – 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE:  The selection process may consist of an oral examination, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
