Vancouver Housing Authority is Hiring a Development Manager Near Vancouver, WA

Description

Who we are

The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The VHA is seeking Development Manager to function as a senior member of the management team and supports the Vancouver Housing Authority’s (VHA) strategic and operational objectives in the following ways: To direct, manage, supervise and coordinate the agency’s efforts to acquire, construct and substantially renovate affordable housing properties and communities that align with the VHA’s mission and values; To conceptualize and implement complex real estate projects or initiates, and to ensure such projects are administered and completed according to established guidelines.

What you'll do

  • Plans, directs, and coordinates the Development Division activities. Assigns projects and areas of responsibility. Reviews and evaluates work methods and procedures and meets with staff to identify and resolve problems. 
  • Assume full management responsibility for all Development Division services and activities to provide affordable housing units. Areas of responsibility include strategic planning, property selection and acquisition, and project funding. 
  • Manage, direct and oversee project funding activities; direct the preparation of funding applications; establish and maintain relationships with potential and existing fund sources; structure financing transactions; ensure compliance with funding program policies, rules and regulation. 
  • Negotiates and administers complex contracts for financial obligations, real estate transactions, and professional consulting services. Ensures VHA and service providers compliance with contractual obligations, trust indentures, and regulatory agreements. 
  • In coordination with the Chief Real Estate Officer manages, directs, and oversees strategic planning activities. 
  • Selects, trains, motivates, and evaluates assigned staff. Includes assigned tasks, resolves conflicts, developing and administering performance standards, and motivating and disciplining staff as necessary. 

What we offer

  • Flexible work schedules including the opportunity to work from home a portion of the workweek after an initial probationary period.
  • Starting pay rate is $85,000 - $95,000 per year based on experience.
  • Full-time, exempt salaried position working.
  • 100% employer-paid medical, dental, vision, life insurance, short-term and long-term disability insurance for the employee. Benefits package also includes 10.39% paid into WA PERS by employer, 12 company paid holidays, and generous paid time off and separate sick time accrual.

Requirements

What you'll bring

  • Bachelor’s degree in architecture, engineering, finance, urban planning, business administration, real estate development, planning and public policy, or a related field or equivalent.
  • Four to Eight years related experience in affordable housing and land development, public finance of affordable housing and community development, or an equivalent combination of education and experience.
  • Two years of management, administrative, and supervisory responsibility.
  • Public agency experience strongly preferred.
  • Valid driver’s license and access to automobile required.

Knowledge of:

  • Concepts, theories, principles, practices, policies and procedures of public housing and mixed-finance program planning, development and implementation.
  • Principles and practices of real estate financing and resources including tax credits, bonds and public and/or private sector funding sources.
  • Project management skills;
  • Building standards, codes and construction materials;
  • Principles and practices of program development, negotiation, and administration;
  • Principles and practices of real property appraisal and validation.
  • Methods and techniques of evaluating community housing program needs;
  • Principles and practices of long range and strategic planning;
  • Methods and techniques of negotiation and conflict resolution;
  • Principles of management, supervision, training, recognition, and performance evaluation;
  • Pertinent Federal, State and local laws, codes, and regulations governing public housing;
  • General operations of public housing agency;
  • Federal funding programs such as RAD, Public Housing, and Housing Choice Voucher;
  • Pertinent Federal, State and local laws, codes and regulations governing public housing and affordable rental unit development, operation and administration.
  • Methods, techniques and costs of multi-family housing and commercial design and construction;
  • Resources available from public and private organizations to fund the development of mixed-use, mixed-income programs, including but not limited to tax credit and bond financing.
  • Principles and practices of grant preparation and administration;
  • Principles and practices of budget development, preparation and administration;
  • Computer based research, communications, application and information systems.

Ability to:

  • Demonstrate integrity, a customer service orientation, cultural sensitivity, trustworthiness, flexibility and a willingness to adapt.
  • Facilitate agreements between and among groups and individuals to further the work of the division and the agency; model leadership for others at all levels of the organization;
  • Build and sustain collaborative work relationships both inside and outside the agency;
  • Function as a senior member of the management team and contribute to the VHA’s overall direction, management, evaluation, and well-being;
  • Manage, facilitate and coordinate complex program planning processes;
  • Participate in the development and administration of goals, objectives and procedures;
  • Analyze complex problems and issues, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Negotiate and administer consultant contracts and large construction contracts.
  • Assemble complex project financing from a variety of public and private sources.
  • Select, supervise, train and evaluate staff.
  • Direct and coordinate the work of assigned staff.
  • Direct overall division functions and response to sensitive or urgent matters.
  • Coordinate, prepare and administer a large program budget.
  • Communicate clearly and concisely, both orally and in writing;
  • Operate office equipment including computer and supporting, internet, research, database, word processing, and spreadsheet applications;
  • Aptitude and interest necessary to further to develop knowledge and abilities.
