POSITION TITLE: Chief Executive Officer

RESPONSIBLE TO: Board of Directors

FLSA STATUS: Exempt

Purpose of the Position: Under direction from the Board of Directors, the Chief Executive Officer (CEO) is responsible for fulfillment of the mission and strategic directions of Valley Family Health Care, the administration of the health center, and management of all Valley Family Health Care medical, dental, and behavioral health practices and programs. 

Essential Duties: The CEO directs all functions of the organization in accordance with its mission and Policies approved by the Board of Directors. Examples include but are not limited to:

1. Leadership:

  • Participate with the Board in development of long term strategic plans for meeting the needs of target populations in the Valley Family service area.
  • Position Valley Family advantageously related to industry, regulatory, and political trends.
  • Evaluate opportunities and form recommendations for Board consideration related to extending the reach of Valley Family’s mission.
  • Demonstrate by example the organizational values of Valley Family Health Care.
  • Assist with meeting quality measures by completing tasks related to VFHC initiatives.
  • Perform other duties as assigned.

2. Operations and Management:

  • Assure competent administration of Valley Family Health Care programs and operations.
  • Develop new services and programs while evaluating the effectiveness of established services and programs.
  • Develop new and expanded sources of funding while maintaining current funder relationships.
  • Assure corporate compliance with relative law, regulation, standards and funder expectations.
  • Arrange for an annual audit.

3. Governance:

  • Coordinate Board Strategic Plan development and report progress.
  •  Arrange support for and participate in Board of Directors meetings and processes.
  • Provide relevant and timely information necessary to enable the Board of Directors to fulfill its regulatory, fiduciary, and governance obligations.
  • Coordinate Board of Directors review and approval of organizational Policies.

4. Human Resources:

  • Directly supervises subordinate executive and professional staff.
  • Responsible for the overall staffing, direction, coordination and retention of Valley Family Health Care staff.
  • Promote quality performance.

5. Community and External Affairs:

  • Stay abreast of community affairs and industry-related issues.
  • Represent Valley Family Health Care in community networks and develop necessary relationships with other providers.
  • Handle public relations issues or requests.
  • Participate in state, regional, and national networks of related interest groups.
  • Represent or assure representation of Valley Family Health Care with the Idaho Primary Care Association, the Oregon Primary Care Association, and the Community Health Network of Idaho
  • Monitor community health care needs and integrate into Valley Family Health Care planning processes.
  • Advocate for Valley Family Health Care and health center interests in relevant political processes.

QUALIFICATIONS:

  1. Master’s Degree in Health Services Administration or relevant field plus three years of increasingly responsible, relevant senior management experience; or a bachelor’s degree with five years increasingly responsible, relevant senior management experience.
  2. Proven leadership skills, including ability to effectively influence, motivate, and lead a team.
  3. Strong communication skills, including verbal, written, listening, and presenting.
  4. Ability to assess, analyze, problem solve, and resolve conflict.
  5. Proven ability to relate to people of all ages, cultures, races, and socioeconomic backgrounds, and experience working with or serving on a board.
  6. Knowledge of public and private grant administration, capital campaigns, and fundraising.
  7. Ability to work effectively with medical professionals.
  8. Ability to work independently, delegate responsibility and make sound decisions.
  9. Understanding of health care delivery systems.
  10. Ability to travel, in state and out of state, sometimes on short notice.
  11. Adaptability to change and ability to lead/guide others through change.
  12. Ability to work strategically as well as manage operations.
  13. Understanding of business, budgets, financial statements, and impacts of financial decisions.
  14. Direct experience in Community Health Centers is preferred.

PHYSICAL REQUIREMENTS:

  1. Ability to list up to 25 lbs.
  2. Prolonged sitting, bending, stooping, walking and standing.
  3. Correctable vision and hearing.
  4. Must be able to read, write and speak clearly.
  5. Manual dexterity.
  6. Need to have Covid vaccination or be willing to get vaccinated. Accommodations considered for Medical and Religious reasons.
