SUMMARY:
The Financial Analyst will assist the program officers at the Office of Naval Research (ONR) in planning, forecasting, program budgeting, funding, program execution monitoring, and reporting commitment, obligation, and expenditure benchmarks. The Financial Analyst will monitor program funds in Navy Enterprise Resource Planning (NAV-ERP) to ensure benchmarks are being met. Prepare/process and track funding documents in Navy ERP
DUTIES AND RESPONSIBILITIES:
- Maintain and update financial records to include tracking commitments, obligations, and expenditures and support the resolution of budgeting and financial issues.
- Monitor program funds in Navy Enterprise Resource Planning (ERP) to ensure benchmarks are being met.
- Ensure financial resources are used in accordance with budgetary authority.
- Execute and manage the approved budget based on Program Objective Memorandum (POM) and Presidential Budget (PresBud) allocations.
- Prepare/process and track funding documents in Navy ERP.
- Update, reconcile and analyze monthly financial execution reports utilizing various ERP reports; manage the planned amounts in ERP and identify issues and provide recommendations.
- Prepare and submit Obligation Phasing Plans (OPPs) to budget and allocate program funding; monitor against benchmarks and assist in generating responses to financial data calls from various organizations.
- Prepare financial slides for various briefs to include congressional staffer briefs, program status and milestone briefs.
- Research, analyze, and develop recommendations to support organizational management of financial resources.
REQUIRED SKILLS AND EXPERIENCE:
- 3 years of experience with Navy ERP
- 3 years of experience providing financial management.
DESIRED SKILLS:
- Experience with RDT&E funds (Budget Activity 6.1 - 6.2 - 6.3)
- Experience with Reimbursable Funding Documents
- Experience with Standard Accounting and Reporting System (STARS)
- Experience with Procurement for Public Sector (PPS) system
Job Type: Full-time
Pay: $80,000.00 - $100,000.00 per year
Schedule:
- Monday to Friday
