Utah State University is Hiring a Chief of Police Near Logan, UT

Overview

The Chief of Police serves as a primary resource and advisor to the University on matters related to law enforcement and is responsible for the comprehensive operations of USU Police. The position is based on the Logan campus, but leads and directs all functions of the University Police on the Main Campus in Logan and the USU Eastern campus in Price, with the goal of providing a peaceful and safe environment for students, employees, and visitors to campus. This position reports to the Executive Director of Public Safety. 

The review date is March 20, 2023, but the position is open until filled.

Responsibilities

  • Provide vision for the police department, including the establishment of goals and objectives that support the mission of Utah State University.
  • Provide leadership in the development, implementation, and ongoing execution of sound public safety and law enforcement practices, policies, initiatives, and actions that promote campus safety and security.
  • Develop positive relationships within the university community by meeting regularly with a diversity of student organizations and key university department leaders.
  • Direct the law enforcement efforts for the university, including the enforcement of state and federal laws, compliance with relevant university policies, and performance of community service.
  • Ensure adequate safety and security for the campus through a proper balance of foot, bike, and vehicle patrol.
  • Meet regularly with the Executive Director of Public Safety to review the status of operational plans, receive regular training, and keep abreast of current trends in law enforcement.
  • Serve as a liaison between the university and state and local law enforcement agency heads to foster positive relationships therewith, and to identify and facilitate resolutions to common community safety issues.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in criminal justice, public administration, or related field.
  • At least ten years of increasing law enforcement experience with a minimum of three years of management and administrative responsibility.
  • Must be able to obtain and maintain an FBI Secret Clearance or higher.
  • Must have a valid Utah driver license or able to obtain one within a month of start date.
  • Utah POST certified as a law enforcement officer, or able to obtain a Utah POST waiver for training received outside the state of Utah, includes passing POST physical training test.

Preferred Qualifications:

  • Experience at an institution of higher education at command level.
  • Master's degree in related field.
  • Graduate of FBI National Academy.
  • A strong and demonstrable record of compliance with the Clery Act and Violence Against Women Act.

Knowledge, Skills, and Abilities:

  • Knowledge of the Clery Act and the Violence Against Women Act.
  • Demonstrated knowledge of law enforcement practices, philosophies, procedures, and legal issues, particularly relating to law enforcement on a university campus.
  • Effective written and oral communication skills.
  • Detailed knowledge of Utah state law, case law, civil liability issues, and personnel administration relevant to a police department.
  • Demonstrated ability to relate well to and foster relationships with a diverse university community in a variety of situations.
  • Ability to represent the interests and positive image of the USU Police Department, including in meetings, media interviews, and at events.
  • Experience in a community-policing model.
  • Understanding and experience in the best practices for addressing investigating and sexual violence.

  • Oral Communication – Speak clearly and persuasively in positive or negative situations, be patient, listen and get clarification, and respond well to questions.
  • Written Communication – Write well, ensure that communications are accurate, clear, and concise.
  • Teamwork – Empower employees individually and encourage trust within the team, exhibit objectivity and be open to others’ views, and give and welcome feedback.
  • Respect and Human Dignity and Diversity - Show respect and sensitivity for cultural differences.
  • Strong Ethics - Treat people with respect, work ethically and with integrity, and uphold organizational values.
  • Organizational Support - Follow policies and procedures, complete administrative tasks correctly and on time, and support organization's goals.
  • Judgment - Work independently, display willingness to encourage feedback and make decisions, exhibit sound and accurate judgment, and support and explain reasoning for decisions.
