Job Summary We are seeking a proven leader with a history of building and managing a successful PMO to lead a team of project managers. The Manager of the Project Management Office (PMO) reports to the Director of the Business Solution Center in the Infrastructure Systems & Technology (IS&T) organization. The PMO is responsible for developing and managing a portfolio of projects and programs that maximizes the return on IS&T investment for Arkansas Blue Cross and Blue Shield. In this position, the Manager of PMO will lead and grow the PMO organization. The Manager of PMO is responsible for defining and implementing project management processes based on Project Management Body of Knowledge (PMBOK) proven practices that will ensure a consistent project management approach across all IS&T projects in alignment with the Enterprise PMO (EPMO). The Manager of PMO collaborates with business and IS&T colleagues to gain competitive advantage in the marketplace by: • Creating differentiated products and services, • Increasing agility in new product/services development. In order to be qualified to lead this team, you must have proven project management leadership experience in varied Service Delivery Lifecycle (SDLC) processes including Agile in a matrixed environment. The ideal candidate will also be able to demonstrate knowledge and expertise in organizational change management, service improvement practices and processes, executive presentations, communication and team building skills. Requirements 1. College degree required - Bachelor Degree in Computer Science, Management Information Systems, Business or related field and five years of Project/Program Management experience on implementing IS and/or IT projects OR eight years of experience of Project/Program Management experience on implementing IS and/or IT projects. 2. Three years of experience supervising in a Project Management Office (PMO). 3. PMP certification required. 4. Change management or service improvement certification preferred (i.e., ProSci, Six Sigma or LEAN). 5. White paper, leadership self-assessment presentation required for the interview process. Facilitates interaction, discussion and drives decisions required to meet project outcomes., Continually evaluates portfolio progress versus plan as well as benefit. Takes action to mitigate IS&T risks and resolves issues., Directs, plans, staffs, organizes and manages PMO staff in an efficient and effective manner to increase business agility, efficiency, customer centricity and support the business, vendors, partners, local and state government constituents., Engages stakeholders and facilitates through to practical solutions. Looks to resolve, not to blame. Bases recommendations and decisions on facts., Ensures adequate and timely reporting of the status of all active and scheduled projects and key performance indicators., Ensures that all application development uses the standard System Development Life Cycle (SDLC) process and templates across all IS&T projects., Generate and present periodic management reports to appropriate committees and provide recommendations as to organizational changes or issues related to strategy by leveraging the project and portfolio management system., Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, outsourcing, purchasing, and in-house development., Responsible for implementing project management proven practices based on Project Management Body of Knowledge (PMBOK) and EPMO organization, developing a consistent project management approach, common tools, processes and training related to all IS&T projects., Responsible for providing day to day leadership and oversight for PMO Staff to manage all phases of IS&T projects to success using consistent processes., Supports the IS&T organization to track, and control the development and deployment of annual operating and capital budgets for purchasing, staffing, and operations. Certifications Project Management Professional (PMP) - Project Management Institute (PMI) Security Requirements This position is identified as level three (3). The integrity of information must be maintained as outlined in the company Administrative Manual.
