US Veterans Health Administration is Hiring a Program Specialist Near San Francisco, CA

Duties

Responsible for the overall collecting, monitoring, and analysis of data pertaining to the Education Program, using databases available at the local, VISN, and national levels including (but not limited to) the Pharmacy Benefits Management package (PBM), the VHA Support Service Center (VSSC), the Clinical Patient Record System (CPRS), VistA, and other databases used throughout the Veterans Health Administration, the San Francisco VA Healthcare System, and the Medical Service.
Also be required to regularly pull data, creates, compiles, and reviews analyzes reports and follows up with various personnel when corrective action is needed; for example, data and reports relevant to incomplete inpatient or outpatient medical records such as undictated, unsigned and un-cosigned discharge summaries as these are important to ensuring adequate resident supervision.
Provides and/or oversees the provision of general administrative support to the Education Program overall. Such responsibilities include but are not limited to ensuring Medical Service on-call and ward schedules, face-sheet and attending room assignments are created, accurate, maintained and recurrently posted on-time and updated on an as needed basis. Makes or ensures travel arrangements are made and completing or ensuring the necessary reimbursement forms are completed for Directors or trainees attending conferences. Submits and manages work orders for furniture moves, facility repairs, and IT work orders. Creates or ensures conference calls and agendas are created for meetings.
Work Schedule: Monday-Friday 08:00am - 04:30pm

Physical Requirements: The work is primarily sedentary; some slight physical effort may be required. Occasional walking between departments to attend meetings and to retrieve information and documents are required.
Work is typically performed in an adequately lighted and climate controlled office.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-09 position you must have served 52 weeks at the GS-07. The grades may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:GS-7:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience with a variety of software (ie Word, Excel, Outlook, PowerPoint, VISTA)
  • Knowledge of basic accounting and budgeting principles.
  • Knowledge of how to supervise employees.
  • Timekeeping

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (must be in a related field to this position) TRANSCRIPTS REQUIRED.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level
GS-9:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation.
  • Performs data collection, management, and analysis related to the growing number trainees
  • Use word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents.
  • Experience with correspondence procedures enough to screen material prior to distribution for suspense dates, and to establish controls to ensure that deadlines are met
  • Timekeeping, payroll, budget management, contract management

  • Education: Applicants may substitute education for the required experience. Successfully completed a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position (must be in a related field to this position). You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
