SUMMARY:

The Compliance Manager – Greenfield is responsible for ensuring that all locations and facilities within the City of Greenfield are operating in compliance with federal, state, and local laws, ordinances, rules, and regulations. The Compliance Manager – Greenfield will also work closely with the District Compliance Manager – Northern California for additional support to enhance the compliance function at the Greenfield Facility.

This position also helps secure, manage, and maintain various licenses and permits including the coordination of department compliance oversight, stakeholder communications, operational and regulatory analysis, and department budget management. The Compliance Manager – Greenfield will collaborate and partner with departments throughout the Company to ensure standard operating procedures are followed and are updated as necessary to maximize efficient and effective operations while remaining compliant. This position is also responsible for providing compliance related guidance and trainings and will help maintain and update safety standard operating procedures and trainings to ensure the company operates in accordance with all applicable rules and regulations.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: (This list is not intended to be all inclusive)

  • Oversee, coordinate, and monitor the day-to-day quality assurance and compliance activities of the business units.
  • Coordinate with department business partners to establish company-wide compliance manuals (for example: work instructions or standard operating procedures); maintain and supplement compliance manuals as necessary.
  • Develop and execute training programs to ensure adherence to established policies and procedures.
  • Establish, supervise, and identify quality assurance and compliance issues at the departmental level; ensure appropriate communication for pertinent issues between local and corporate levels.
  • Review and approve corrective action plans submitted to the DCC and ensure timely execution of plans including remediation, recall, and destruction of products or other goods.
  • Understand and ensure the Company’s commitment to comply with all laws, regulations, Company policies, and ethical requirements applicable to the conduct of business.
  • Facilitate and implement an effective quality assurance and compliance program and coordinate resources to ensure the ongoing effectiveness of the program.
  • As part of the quality assurance and compliance program, assist operational teams with the proper use and troubleshooting of the state mandated track-and-trace system (i.e., METRC).
  • Perform risk assessments and develop mitigation plans to address identified risks.
  • Regularly review the quality assurance and compliance program and recommend appropriate revisions and modifications, including advising leadership of potential risk areas.
  • Monitor and respond to retaliation-free reporting channels, including an anonymous telephone reporting system available to all employees, volunteers, customers, and vendors.
  • Ensure that internal controls can prevent and detect significant instances or patterns of illegal, unethical, or improper conduct by employees, agents, contractors, or others working with the organization. Provide written documentation of such controls and any breaches or instances of illegal and/or improper conduct.
  • Coordinate as appropriate with legal counsel, to conduct or authorize and oversee investigations of matters that merit investigation from a compliance or regulatory perspective.
  • Oversee follow-up and, as applicable, resolution to investigations and other issues generated by the quality assurance and compliance program, including development of corrective action plans, as needed. Provide written reports of investigations as well as any corrective action plans.
  • In coordination with the Security Department and People Operations, develop and help manage a robust safety program at the facility that ensures regular training and compliance with applicable safety laws and regulations (e.g., Cal-OSHA, Injury and Illness Prevention, Emergency Action Plans, etc.)
  • Assist with the maintenance of licenses, permits and related documents as needed and as directed.
  • Communicate and respond as directed with various state and local regulators (e.g., Department of Cannabis Control; City of Greenfield; etc.) Provide and maintain written records and reports of communications with regulators as needed.
  • Assist with the collection, organization, and maintenance of required documents for compliance and licensing (e.g., premises diagrams, SOPs, live scans, financial information, owner submittals, etc.)
  • Track, maintain and communicate compliance updates with department and senior management as needed.
  • Provide written reports and summaries of compliance related work on a weekly basis or as needed to supervisor.
  • Develop productive working relationships with all levels of management and staff.
  • Perform a variety of tasks to assist the Compliance Department to ensure the efficient operation of the function.
  • Perform routine internal audits to ensure that business is operating in accordance with regulations.
  • Coordinate with business partners to establish and update a compliance manual.
  • Create, implement, administer, and enforce policies, procedures and laws required for a company to operate in accordance with the law and regulations.
  • Other duties and responsibilities as assigned by management.

PHYSICAL REQUIREMENTS:

  • Generally performed seated; repetitive key board use, phone use, walking, standing, bending stooping, and reaching.
  • Work is generally performed in an office type setting, in a farm setting, in a manufacturing, or over the phone.
  • Work will require regular travel within California and may include limited travel outside of California.
  • Lifting up to 20 pounds.
  • Frequent contact with others via email, online teleconference, face-to-face discussions, and telephone.
  • Some communication required via mail and fax

EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor’s degree from a four-year college or university
  • 3 years of corporate and regulatory compliance experience preferred.
  • Prior experience working with regulatory authorities, including but not limited to MCAURSA as well as local and state Law Enforcement.
  • Problem solver able to create consensus around enterprise-wide quality assurance and compliance solutions for a highly regulated industry in a complex and uncertain operating environment.
  • Exemplary written and verbal communication skills required.
  • Certified Regulatory Compliance Manager (CRCM) is a plus.
  • Experience navigating communications and software systems of various cannabis regulatory agencies
  • Must be 21 years old and pass a criminal background check per local and state requirements.
