About our Children's Shelters

Many children begin life in the face of serious challenges. Instead of playing pretend and imagining grand adventures, unaccompanied children face perilous conditions alone as they travel to unfamiliar countries, leaving home and loved ones behind to escape war and violence. Our children’s centers, operated through a grant from the Office of Refugee and Resettlement (ORR), provide safety, stability and wraparound services. We help children grow into adults who have received love and kindness, instead of only violence and chaos.

What You'll Do

The People Operations Specialist leads program people operations activities related to the life cycle of an Upbring Warrior from hire to retire. To ensure compliance with the Agency and its licensing, the People Operations Specialist is responsible for providing oversight to current and future warrior files, agency audits, onboarding/orientation, employee relations processes. The people operations generalist manages multiple projects independently while maintaining and upholding confidential documentation and information. This includes areas related to recruiting, recordkeeping, and other People Operations issues or tasks assigned. This is a hybrid position.

All Upbring Children's Shelters employees must comply with ORR's Standing Notice of Funding Opportunity as outlined below.

  • All staff must be able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children (UC).
  • A complete medical physical/health examination must be conducted within one year of an employee's start date and must be documented every two (2) years thereafter.

Responsibilities

Work Standards

  • Manages People Operations related activities for assigned program(s); including but not limited to new hire pre-employment, background checks, pre-employment verification, pre-employment drug screenings, compliance auditing, tb testing, I-9 verification, record keeping, tracking, and new employee orientation
  • Monitor and implement program requirements applicable to workforce such as minimum position requirements, waivers, and other grant requirements applicable to assigned program(s)
  • Oversee annual compensation adjustments for assigned grant funded programs, inclusive of employee communications, import files and HRIS audits
  • Responsible for timely and accurate data entry of transfers, status changes and voluntary separations
  • Update and maintain an accurate tracker of all program staff for assigned programs to track vacancies, pre-employment process, onboarding through 90-days, separations, and regular audits to ensure data and process integrity
  • People Operations liaison, serving as first point-of-contact for all employee injuries, leaves of absence requests and basic initial benefit enrollment questions and HRIS troubleshooting
  • Responsible for notifying and entering accurate new hire data upon hire of onboarding items, benefit enrollment and Upbring policies and information, as well as benefit enrollment reminder prior to deadline
  • Provide regular monitoring and implementation of ORR requirements such as pre-employment clearances, approvals, the ORR misconduct form, and other federal requirements applicable to each program

Communication

  • Designated point-of-contact for licensing audits, or other governing body audits for assigned programs
  • Responsible for annual review of assigned federal funded job descriptions to ensure alignment with grant requirements and employee job description acknowledgement

  • Support and assist Talent Acquisition team with recruiting activities and initiatives, inclusive of engaging with community partners, establishing networks, and actively screening candidates
  • Partner with marketing and recruitment on recruiting-specific needs for social media sites, inclusive of content, vendor relations and proposal of necessary enhancements and needs
  • Assist with communication, tracking and completion of all random and for-cause drug testing notifications as communicated by Corporate People Operations as assigned
  • Assists Corporate People Operations with CARF audit, and other compliance and audit projects and assignments

  • Develop and maintain strong working relationships with Corporate People Operations, Senior Program Management Team and staff, internal and external customers, vendors, and auditors

Qualifications

Experience You’ll Bring

  • Associate degree in human resources management, Human Resources Development, Business Administration, or closely related field; or a combination of education, training, and experience of 2 years that demonstrates the ability to perform the duties of the role.
  • Exposure to HRIS, ATS or other People Operations systems
  • Ability to travel based on business needs approximately 5-10%

Knowledge, Skills, & Abilities

  • Ability to gather and analyze information to respond to issues and make recommendations
  • Strong time management and organizational skills with the ability to manage competing priorities, pay close attention to detail and meet deadlines
  • Strong interpersonal skills with the ability to work independently within a team environment and with a diverse group of people
  • Strong verbal and written communication skills with the ability to effectively work, communicate, and interact with diverse groups of people
  • Ability to gather and analyze information to respond to issues and make recommendations
  • Proficient with Microsoft Word, Excel, and Outlook
  • Bilingual in English/Spanish based on business need

Physical Demands & Work Conditions

  • This position requires sitting and looking and using a computer for long periods of time
  • Position may work in a child facility and have limited exposure to children
