Position Summary

The mission of the Community Health Worker Initiatives(CHWI) of the University of New Mexico Office for Community Health is tocontribute to the enhancement and integration of Community Health Workers(CHWs) into the NM workforce in an effort to increase health equity. CHWI isdedicated to designing, implementing, and evaluating projects that utilizeCommunity Health Workers (CHWs) as a strategy to increase New Mexican’swell-being, promote health equity, and minimize the negative impacts associatedwith the social determinants of health.
The HR Administrator 3 will implement and lead all HRactivities for CHWI, including all department recruitment and hiring,day-to-day employment operations, and performance management. This positionwill work closely with the Program Planning Officer on strategic personnelplanning for the 11 current programs of CHWI and all future programs, and willsupervise the small departmental administration team. In addition, thisposition will ensure department compliance with all Federal, State, andUniversity policies, as well as develop and implement department-wide policiesunder the guidance of the Program Operations Director. The ideal candidate forthis position will work collaboratively with program management, staff, andadministrative team to help create organizational operations goals andobjectives from a social justice and health equity lens.

Minimum Qualifications

Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of diverse staff, funders, and community members.
  • Strong working knowledge of multi-system outreach programs related to the social determinates of health.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Ability to provide on-the-job and technical guidance and training to staff.
  • Knowledge of labor relations principles and collective bargaining agreements.
  • Skill in examining and evaluating business processes and operating procedures and managing procedure/process change.
  • Ability to perform research and prepare reports and summaries based on research data.
  • Ability to make administrative and procedural decisions and judgements on sensitive, confidential issues.
  • Skill in organizing resources and establishing priorities.
  • Strong critical thinking skills; ability to synthesize and interpret complex issues and to create integrated solutions and recommendations.
  • Ability to identify and implement effective solutions to complex human resources issues in compliance with federal, state, and local laws as well as UNM policies and procedures.
  • Knowledge of employee recruitment and employment principles, procedures, standards, and documentation.
  • Broad knowledge and understanding of HR transactions and procedures to enable review of accuracy and completeness of documents submitted.
  • HR/ERP systems and process expertise at both the Department Originator and the Department Approver levels.
  • Applied knowledge of Federal and State employment, wage and salary, and EEO/AA laws and regulations, as well as public sector employment practices and procedures.
  • Ability to effectively analyze and assess employee training and development needs.
  • Ability to provide effective technical and operational leadership to other professional HR practitioners.
  • Strategic Planning and Project Management Skills within a higher education environment.
