About the Job

As part of the SJV PRIME program, UC Merced has established the Office of Medical Education. The goal of the OME is to establish, advance and support efforts in medical education and health career promotion for baccalaureate and medical students at UC Merced. The OME includes core members such as the Director, SJV PRIME project manager, Student Navigator/Outreach Coordinator, Educational Assessment Lead, Project Coordinator, and other professionals. To further the goals of SJV PRIME , the OME collaborates extensively with the Pre-health Career Advising team, SJV PRIME Admission/Outreach team, and the Fresno Office of Medical Education and current SJV PRIME team. As the SJV PRIME advances, the OME will build and sustain collaboration with additional medical education faculty and staff.

UC Merced has enjoyed rapid growth and expansion since its founding in 2005 and is now positioning itself to deliver medical education in the Valley. The formal placement of medical education efforts in the Office of the Provost and Executive Vice Chancellor has positioned the program to build a strong infrastructure to create health education and training partnerships and opportunities to train future health care providers who will remain and practice in the San Joaquin Valley.

One such partnership is the formation of the San Joaquin Valley Program in Medical Education (SJV PRIME), a four-year medical education program, which started in 2011. Building on the early success of the SJV PRIME program, we are now poised to expand the program to an eight-year BS/MD program (SJV PRIME ) through a partnership between UCSF, its regional clinical campus UCSF Fresno, and UC Merced.

The SJV PRIME program is a multi-campus Baccalaureate/MD program designed to expand high-quality medical education in the San Joaquin Valley. The program will recruit, educate, and support future physicians to serve the communities of the San Joaquin Valley. The eight-year program will take place entirely in the San Joaquin Valley with the goal of increasing the likelihood that graduates enter residency programs in the region and remain locally to practice and care for Valley community members.

The San Joaquin Valley (SJV) Baccalaureate/MD program will leverage the power of three UC campuses (UCSF, UCSF Fresno, and UC Merced) to increase the size and diversity of the physician workforce that will be representative of the community they will serve.

The SJV PRIME Program is seeking a Project Manager who brings a diverse perspective to collaborate with the UCSF Senior Program Manager, and UC Merced Project Leads to carry out the project management and change management aspects of the SJV PRIME Program. The Project Manager (PM) leads the developmental stage of projects to ensure project scope, schedule, and phasing are adequately defined and adhered to as outlined in the project plan and charter. The Project Manager has first-line responsibility to communicate effectively with UC Merced project stakeholders regarding the program, schedule, and budget. The incumbent will be expected to work independently in the execution of the overall project plan and change management strategy.

Under general supervision, the Project Manager is primarily responsible for:

  • Working in partnership with UC Merced-based project team(s) composed of members from UC Merced, UCSF, and/or UCSF Fresno to independently develop and maintain the timelines required to support the expansion project.
  • Tracking progress towards milestones and communicating potential risks and conflicts.
  • Proactively identifying potential deviations via routine communications and timeline reports.
  • Engaging diverse faculty groups in establishing the regional medical school, committee stewardship, cross-site communication, and oversight of program expense reimbursements and procurement.
  • Project planning, development, administration, management, and implementation; interprets, monitors, and analyzes information regarding the SJV PRIME Program and provides consultative services to department administrators and other stakeholders.
  • Examples of other projects where support may be necessary include LCME accreditation, program communication, and progress reporting.
  • Supports SJV PRIME project through advancing collaboration between the UC Merced Office of Medical Education (OME) and relevant education teams, including pre-health career advising, admissions/outreach, community engagement, etc.
  • Supports SJV PRIME project through building and maintaining partnerships with community partners, such as clinical care sites and community organizations, which provide necessary experiences for learners to meet project goals

The ideal candidate is an experienced professional with a full understanding of project and change management in support of senior leaders of complex programs. To be successful, the incumbent will need strong organizational and communications skills and experience supporting senior leaders of complex programs. The candidate will have project management experience in which the individual has demonstrated sound judgment in working with leaders and key stakeholders to achieve project goals. This position will be part of a matrixed structure reporting to the Interim Director, UME, and SJV PRIME Senior Program Manager, as well as support UC Merced-based project leads and an Executive Committee who will lead the overall strategic direction of the project.

Key Responsibilities:

  • Project Management: Guides and directs planning, including senior management, faculty, and internal/external constituencies. Develops recommendations, working with senior leadership and/or their staff, to address issues and implement solutions in alignment with the strategic goals of the SJV PRIME program. Develops and advocates solutions to program issues, including developing and administering new systems, policies, processes, and/or programs. Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Coordinates implementation efforts with a variety of stakeholders across the three program sites, including, but not limited to, faculty and staff. Ensures that the launch of the BS/MD program meets key deliverables and timelines and complies with national accreditation guidelines. Anticipates obstacles or challenges impacting timeline or project outcomes. Works collaboratively to address any challenges, and assures that project scope, schedule, and phasing are adequately defined and met. Makes high-level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program/process recommendations. Builds and maintains partnerships with community partners, which provide necessary experiences for learners to meet project goals.
  • Program Communications: Develops and coordinates program communications; formulates strategies for education and enforcement. Responsible for keeping Senior Program Manager and senior leaders informed of the project status and overseeing an effective communication and change management plan. Gathers and maintains data for and assists in preparing project-related reports for leadership. Designs and develops presentations for management updates and reporting on teams’ progress and recommendations for program strategy. Drafts program communications for internal stakeholders and coordinates program communications with the UCM, UCSF, and UCSF Fresno Communications Leads. Coordinates internal and external meetings required to support the achievement of the program objectives. Assists in running project meetings. Documents action items and key decisions to maintain program documentation and ensure aligned communication within the program team.
  • Analysis: Provides analyses for complex budget, funding, financial, or academic data, systems, and resource projects working directly with internal and external constituents. Participates in annual and long-range financial planning processes, understands, and provides recommendations for financial planning and reporting, meets financial objectives, monitors expenditures, explains variances, and initiates corrective actions when necessary.

Qualifications

Minimum Requirements:

  • Bachelor's Degree from an accredited university; and
  • Five years of directly related, progressively responsible experience in project management of similar complexity and scope; or Nine (9) years of an equivalent combination of education/experience.
  • Minimum of five (5) years of project management experience in which the individual has demonstrated sound judgment in working with leaders and key stakeholders to achieve project goals.
