Position Summary:

The University of Alaska seeks an Analyst to join the System Office of Cost Analysis team. The Analyst will assist with multiple projects in support of Federal government costing for the university system. A successful applicant will have strong attention to detail, extensive experience managing and organizing large data sets in Excel spreadsheets to analyze and present data in a reportable format, familiarity working with databases. The Analyst will independently work while modeling various costing methodologies and have opportunities to collaborate with peers across the university system.

Duties:

1-40Under intermittent supervision, the Cost Analyst will be responsible for preparing multiple assigned projects; including but not limited to, preparing fringe benefit rate proposals, F&A cost rate proposals and conducting space surveys and analyses. Ensure that studies are conducted in accordance with applicable federal regulations and university policies. Maintain databases, upload data files, extract data and format reports used in rate study preparations using specialized software such as CRIS and WebSpace.Essential
25Duties will include interactions with departments throughout the University and interactions with Federal auditors and the Office of Naval Research. Will initiate data mining related to federal audits, procedures, reviews; coordinate with Director regarding the interactions with Defense Contract Audit Agency and the Office of Naval Research for federal audits and other non-audit federal procedures and reviews, such as facilities and administrative cost rate proposals, fringe benefit cost rate proposals, internal control system reviews, and other costing and compliance issues.Essential
25The Cost Analyst will develop in-depth knowledge of, keep abreast of changes in, and interpret Federal rules and regulations relating to cost accounting and grant and contract issues. Create and present training programs to faculty and/or staff on financial compliance with university policies and Federal regulations. Provide formal and informal periodic training across university system in areas of responsibility. Recommend processes, procedures and risk assessments needed to ensure that cost accounting practices adhere to Federal regulations, Cost Accounting Standards and University Policy.Essential
3-10Collaborate with research administrators, finance and others as necessary to develop and update University policies and Disclosure Statement as needed. Serve on cross-campus committees as required related to costing areas of responsibility. Serve as a resource for questions relating to transactions and compliance with sponsored awards, Federal Uniform Guidance and University policy. Monitor compliance to sponsored award agency terms and conditions, Federal Uniform Guidance and University policy.Essential
Knowledge, Skills, Abilities:

Extensive experience managing and organizing large data sets in Excel spreadsheets to analyze and present data in a reportable format. Ability to perform complex financial analysis and create complex reports with a high degree of accuracy. Able to extract data effectively utilizing data querying tools. Independent thinker and analytical problem solver with the ability to spot trends and data errors. Manage confidential data and information with discretion. Ability to work effectively and communicate well with a variety of constituencies from campus departments, management, Federal and State agencies, and consultants.

Duties:
The Analyst will:
  • Extract and analyze financial and facilities data for Federal government costing submissions.
  • Assist with periodic system-wide rate proposals to recover university facility and administrative costs on Federal grants and contracts.
  • Assist with periodic online facility use surveys and compiling information into a reportable format.
  • Maintain databases, upload data files, extract data, and format customized reports used in rate study preparations using specialized software.
  • Assist with calculations to establish annual fringe and leave benefit rates, including annual reporting of actual costs to the Federal government.
  • Document analysis through detailed electronic processes for use in response to audit inquiries and university leadership.
  • Monitor expenses to ensure compliance with Federal regulations and University policy.
Preferred Experience & Education:
Minimum of two years of progressively responsible professional fiscal experience including large financial accounting systems, data extraction and analysis of large data sets and spreadsheets, experience with databases. Knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) and federal agency policies (e.g. NIH, NSF) is preferred.
Required Experience & Education:

Associate/Bachelor degree in accounting, finance or related field or equivalent combination of training and experience.

Salary Information:

This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 79, based on education and experience.
