About this Role:

This position's primary responsibility is to increase the number of foster homes through linkage with the community, churches, and stakeholders. Emphasis will be on the recruitment of foster homes to meet the needs of the specialized population. This includes moderate to severe behavioral and medical issues. In addition to the above, emphasis is also required on the recruitment of foster homes that can accept teenagers for placement as well as large sibling groups.

Responsibilities:

  • Demonstrate understanding of DCFS licensing policies and procedures which include 402 and the Child Care Act.
  • Interpret Agency policy and services to clients, other agencies and community groups, as required.
  • Be a visible community representative and actively approach recruitment opportunities.
  • Be supportive of diversity of the foster homes to further the program's goal of providing safe, stable, and nurturing substitute care for children needing such services.
  • Promotes recruitment and retention of foster parents in compliance with the foster parent recruitment plan.
  • Ensure accuracy when preparing reports or forms necessary to satisfy agency's needs for accountability (record keeping, statistics, etc.).
  • Maintains organized files and timely submission of required paperwork.
  • Provides support to the foster parent.
  • Keep ongoing organized records of necessary documentation.
  • Maintain professional working relationships with foster parents.
  • Handle new inquiries regarding foster care.
  • Participate in continuous quality improvement.
  • Write and develop foster parent recruitment plan to ensure compliance and target goals and strategies in order to ensure quality foster parents are recruited and prepared for training.
  • Special emphasis placed on the recruitment of specialized foster parents, teens, and sib groups.
  • Ensure information is correct and complete with necessary information to remain current in the data system.
  • Recruit 30 foster homes that complete the licensing process each year.
  • Develop professional working relationships with churches, community service clubs and community stakeholders.
  • Working knowledge of de-escalation techniques and methods.
  • Adhere to standards adopted through Council on Accreditation.
  • Ability to organize and maintain data and confidential information.
  • Develop and maintain working relationships with all internal and external clients.
  • Ensure safety protocols and policies are practiced at all times.
  • Assumes responsibility for professional development and cultural competency.
  • *Performs other duties as assigned.

Requirements:

Education and Experience:

  • Bachelor's degree from an accredited school.
  • 1-3 years of experience.

Competency:

  • Working knowledge of Procedure 402.
  • Excellent verbal and written communication skills.
  • Working knowledge of Child Welfare policy and procedure.
  • Charismatic with excellent public speaking skills.
  • Working knowledge of the foster parent law and bill of rights.
  • Ability to work constructively and professionally.
  • Working knowledge of the ability to apply family dynamic theories in the assessment of foster parents.
  • Ability to prioritize tasks.
  • Promote and demonstrate commitment to FamilyCore's mission, vision and values.
  • Ability to relate positively to clients and staff at all levels.
  • Must be CPR and First Aid certified.
  • Ability to establish and maintain a client focus.
  • Ability to set and maintain professional boundaries with clients.
  • Must pass required background check.
  • Ability to be sensitive and understanding of cultural and lifestyle differences of all people regardless of race, religion, sexual orientation, age or background.
  • Successfully complete FamilyCore training as required.
  • Utilize time tracking software and all other software required to fulfill duties.
  • Must possess valid Illinois Driver's License in good standing, and proof of valid vehicle insurance.
  • Safe, reliable personal vehicle, to be used for FamilyCore business, including transporting clients.
  • Must complete child passenger safety training.

Physical:

  • Regular reaching overhead, grasping, fingering, standing, stooping, lifting, pulling and pushing up to 25 lbs. and occasionally up to 45 lbs., and other physical activities related to an office environment.

Work Environment:

  • May be subject to distraction and interruptions. May be subject to difficult client interactions that involve behavioral and emotional challenges.
  • Work occurs in and out of an office environment. Frequently exposed to loud noise and outdoor weather conditions.
