DEPARTMENT: THP Plus Monterey  POSITION TITLE: Housing Navigator FLSA: Non-Exempt
SUPERVISOR: Program Manager Job Code: NASALARY RANGE: $20-$21.63
OVERVIEW: The Housing Navigator provides direct support to assist Transitional Housing Program (THP)-Plus tenants to help find housing placements while connecting them with resources in the community. Responsibilities include developing an action plan with clients, managing lease options & negotiations, conducting inspections of units, and ensuring rent is reasonable and affordable. The position is collaborative and coordinates care on an interdisciplinary team, reporting to the THP-Plus Program Manager. As with all UC staff, this position is responsible for adhering to the performance standards set forth in the UC Staff Employee and UC policies and procedures.DIRECT REPORTS: NoneQUALIFICATIONS: Required
  1. AA/AS degree in social work, psychology, or business and/or 2-years’ experience working with system-involved youth in a social services setting.
  2. Ability to engage verbally and in writing with system-involved youth, government staff, and property owners/landlords.
  3. Good working knowledge of the greater Monterey area.
  4. Excellent written and verbal communication skills.
  5. Excellent computer skills (required proficiencies in Microsoft Outlook & Word).
  6. Commitment to serving those in need.
  7. Excellent problem-solving ability.
  8. High degree of initiative.
  9. Genuine team player.
  10. Ability to work with a culturally diverse staff and client base.
  11. Stellar organizational skills.
  12. Experience working with system-involved youth preferred.
RESPONSIBILITIES INCLUDE (but not limited to):
  1. Assist clients with completing necessary documentation for the program compliance, to apply for housing vouchers, and to fulfill UC contract obligations.
  2. Assist clients in locating appropriate and affordable housing.
  3. Advise and direct clients in the development and implementation of an action plan to secure housing.
  4. Discover and maintain good working knowledge of available housing in the community.
  5. Initiate and maintain communication with case managers in supporting client’s success in sustaining housing.
  6. Serve as a liaison with landlords and utility company to achieve stable housing for clients.
  7. Provide transportation to clients, as necessary.
  8. Conduct housing quality inspections of properties and ensure all units pass rent reasonableness as defined by HUD[TV1] .
  9. Ensure that the housing inventory is safe and in working order.
  10. Maintain professional boundaries and model appropriate behavior.
  11. Enter required information in client database accurately and in a timely fashion.
  12. Maintain accurate case notes, client data and other records according to agency, funder, and professional standards.
  13. Assist in tracking client outcomes and service trends in order to promote on-going evaluation and improvement of services.
  14. Market housing program to landlords, develop marketing materials for recruitment of landlords, and build positive relationships with them.
  15. Advocate for clients in unsafe or neglected properties.
  16. Attend and participate in regular supervision meetings, team meetings, and staff meetings.
  17. Attend specified external meetings as an UC representative.
Organization Duties:
  1. Timely and accurate submission of timecards to supervisor
  2. Time away from the Office, Program and/or Home (i.e. vacations, personal time off, leaves of absence) must be pre-approved by supervisor and requested based on process outlined in the UC Employee Handbook.
  3. Maintain knowledge of staff handbook, policies, procedures, manuals, and pertinent documentation

  5. Identify negative disruptive behaviors and redirect behavior using mediation and de-escalation techniques.
  6. Employee is occasionally required to stand; walk; sit; use hands to handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop; kneel, crouch or crawl; talk or hear; taste or smell.
  7. Employee must occasionally lift and/or move up to 25 pounds.
  8. Employee may be required to make or receive physical contact with clients and residents, such as in the process of delivering First Aid/CPR or de-escalation interventions.
  9. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  10. Must have CPR and First Aid certificate within 10 days of start date and maintain a current certificate with Human Resources.
  11. Must clear a Department of Justice background check including fingerprinting before start date and maintain clearance.
  12. Must be able to work in a DSS Community Care Licensed Facility.
  13. Must clear a health screening, including TB before start date and maintain clearance.
  14. Must have a car, valid California Driver License and be able to drive, have a clean driving record and maintain a clean driving record.
  15. Meet and maintain the minimum vehicle liability and property insurance limits (to be insured by our insurance carrier for using vehicle for business purposes such as transportation of residents or reimbursement of business-related mileage expenses).
