The Regulatory Relations and Compliance Testing Manager will focus on the risk assessment, preparation, and documentation collection and review for the Bank’s numerous regulatory examinations as part of the Continuous Supervision Program; will serve as a primary point of contact in managing regulatory exams (onsite and virtual); and will track, monitor, assess, and validate management remediation activity in response to supervisory recommendations. As part of the risk management infrastructure and Second Line of Defense of the Bank’s compliance monitoring and testing program, this position will also conduct follow-up testing as needed to ensure that management action plans are appropriately documented and functioning as intended, as well as scope and conduct additional monitoring and testing as determined by the annual compliance risk assessment and compliance monitoring and testing program. This position will also be the primary point of contact for coordinating with the complaints management function in responding to complaints received through regulatory channels (CFPB, FDIC, UDFI, etc.)

Primary Responsibilities:

  • Serve as a primary source of contact in managing the Bank's numerous regulatory examinations as part of the FDIC, CFPB, and UDFI continuous supervision programs
  • Monitor, validate, and assess management readiness in preparation for supervisory examinations, as well as track and validate remediation activity in response to supervisory recommendations
  • Manage and respond to ad-hoc supervisory inquiries, including customer complaint response for complaints submitted to supervisory authorities
  • Assist in establishing, documenting, and revising applicable compliance policies and procedures to reflect current regulatory requirements and the Bank supervisory expectations, and serve as a subject matter expert to other Bank functions on supervisory and governance topics in documenting their policies and procedures
  • Prepare and present applicable reporting for the Bank's governance committees and processes
  • Keep abreast of regulatory environment and industry trends, regulatory changes, regulatory and examination priorities and other relevant statutes and guidance and ensure those are appropriately incorporated into relevant policies and procedures across the Bank
  • Functional experience in managing supervisory examinations and/or compliance management systems at large regulated financial institutions
  • Ability to develop and document policies, standards, and procedures to implement sound governance and compliance risk management programs, as well as functional implementation of such using appropriate combinations of systems, processes, and personnel
  • Excellent written and verbal communication and presentation skills
  • Experience working with auditors (internal and external) and regulators (FDIC, UDFI, CFPB)
  • Ability to analyze, manage and resolve complex issues with attention to detail
  • Excellent people-management. project management, and interpersonal skills, including the ability to work well both individually and in a team (in person and virtual) environment across all organizational levels where flexibility, collaboration, and adaptability are important
  • Skill to identify, correct and resolve banking regulatory and risk management deficiencies
  • Ability to read, analyze and interpret governmental regulations, regulatory guidance and manuals, and legal documents
  • Assertive self-starter who is organized and able to work independently
  • Must be able to appropriately prioritize time, manage multiple tasks and work effectively under tight deadlines
  • Demonstrate high integrity and excellent judgment

Required Qualifications:

  • Bachelor’s degree in Business, Finance, Accounting, OR related field; OR 4 years working in a professional position and/or office/remote environment
  • 4 years working in a bank or other financial institution with duties focused on compliance, internal audit, and/or risk management for activities related to banking regulations and compliance

Preferred Qualifications:

  • Advanced degree or relevant professional banking certifications (CRCM)
  • Prior regulatory experience or experience in managing regulatory examinations

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado residents is $82,100 to $146,900. The salary range for Connecticut / Nevada residents is $90,500 to $161,600. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
