As part of our Optum Care Technology PNW team, the successful candidate will play a significant part in supporting Optum Care in the Pacific Northwest Market. You will be supporting and driving the OptumCare technology data, analytics and reporting portfolio to improve stakeholder engagement, idea intake, roadmap management and optimal product performance while ensuring execution and delivery transparency. In this role you will actively contribute and influence how ideas and strategy become a reality; directly impacting clinical and business practices. You will make a difference in how healthcare is delivered.

Position in this function is responsible for the full data lifecycle management, including strategy, design, prioritization, development cycle management for end-of-life, new, existing and acquisition products. Leverage market insights to understand market/customer needs to identify new opportunities or make adjustments to current product offerings. The key to product is to ask why, to use product frameworks and models building solid relationships across business and technology. The ideal candidate will have the right balance between product strategy, management, and execution. The Data Management Director defines data product strategy and is responsible for the growth and revenue goals the data product portfolio achieves annually.

Primary Responsibilities:

  • Data vision and roadmap. Creates, maintains, and prioritizes backlog. Ensures stakeholders are informed
  • Synthesize competitive analysis and market assessments to establish go-to-market strategies that capitalize on market trends, customer needs and competitive positioning. Clearly understands the competitive landscape - competitor strategies, positioning, strengths and weaknesses
  • Establishes Strategic Roadmaps for market offerings, including, developing new data products, expanding on existing solutions, and leveraging existing products to build platform-based solutions
  • Owns data strategy and engages the Portfolio Manager and/or the Product Manager/Product Owner to create Strategic Roadmaps in collaboration with business stakeholders and development teams
  • Segments markets, identifies target customers and uncovers market needs; Understands market trends and competitive threats
  • Cross-functional stakeholder management to include but not limited to design, engineering, scrum teams, business leaders, etc., functioning as technical expert with a fluency in development concepts and modern development practices
  • Conducts buy/build/partner analysis as part of investment planning and develops Business Cases to support this planning
  • Constantly collect and analyze performance data (e.g., market, financial, and operational) in order to identify new opportunities for the business
  • Effectively presents product opportunities in leadership discussions / funding decisions
  • Leads forecasting and planning activities across portfolios where required
  • Thought leadership for the portfolio and markets served
  • Business Cases, Scorecard, Forecasts, Launch Plan - defining the Go to Market strategy

Required Qualifications:

  • Undergraduate degree or equivalent experience
  • 10 years of technology experience
  • 10 years experience in managing and overseeing financial management of product and product portfolios. Product related profit and loss optimization (revenue, operational cost, etc.)
  • 10 years experience with verbal and written communication to produce product requirements into user stories to drive product development and provide product demonstrations for internal and external stakeholders including senior management
  • 7 years of experience developing and managing product roadmaps, including refining and prioritizing tasks in the backlog
  • 7 experience in oversight, design and development of end to end product view and workflows; drive integration strategies and approaches
  • 7 experience supporting and driving product strategy and frameworks for successful execution
  • 7 years of experience representing stakeholder needs for product for prioritization, planning and strategic direction of products - understand and drive the product management lifecycle
  • 7 years experience in leading and managing direct or indirect resources in a matrixed environment, that support assets and projects
  • 5 years of demonstrable experience on defining product strategy, roadmap, requirements and translate into artifacts that drive product management. This includes market evaluation, persona development, capability and journey mapping
  • 5 years experience in defining the product vision, goals (OKRs), benefits and then track KPI’s to measure success/outcome
  • People management or matrixed team management

  • Background in member matching solutions and the management of member ID keychains at Optum
  • Meaningful understanding of both Risk and Quality business lines

  • Solid initiative and self-motivation
  • Demonstrated leadership ability with cross-functional teams
  • Ability to effectively deal with moderate levels of ambiguity-can effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty
  • Ability to manage projects simultaneously and achieve goals. Uses resources effectively and efficiently
  • Ability to interact comfortably with all levels of team/organization, vendors and third parties

The salary range for Connecticut/Nevada/New York City residents is $113,500 to $218,100.
