Umatilla Electric Cooperative is Hiring a Network Administrator Near Hermiston, OR

Umatilla Electric Cooperative (UEC) is a progressive Electric Utility Cooperative located in North Eastern Oregon along the beautiful Columbia River, offering a wide variety of activities year-round. UEC is experiencing rapid growth in the commercial and industrial area and has a challenging position for the right candidate. UEC is seeking a full-time Network Administrator to be located at the utility office in Hermiston Oregon. UEC offers a competitive wage and benefits package and a 4 day, 10 hour a day work week.

SUMMARY

The Network Administrator designs, develops, implements, maintains, and enhances telecommunication networks, systems, and equipment. This position is responsible for maintaining SCADA and Automated Metering Infrastructure (AMI) communication networks in an operational state to support power transmission and distribution system operations. This includes configuration and operation of network hardware, server applications, and other communication devices. This position requires working closely with other departments to identify and manage solutions to ensure system uptime to support important operational technology processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES may include other duties as assigned.

  • Performs field audits of UEC’s network facilities to ensure reliability and uptime.
  • Performs installation, acceptance testing and ongoing maintenance of telecommunications and network infrastructure.
  • Installs, monitors, troubleshoots, and programs SCADA and other communication systems, devices, and related equipment. Contributes to the design of network architecture (WAN and LAN) by providing telecom solutions to include Radio Frequency (RF), copper, and fiber along with routing and switching design.
  • Diagnose and correct operating issues related to Advanced Metering Infrastructure (AMI)/Automated Meter Reading (AMR). Installs and oversees installation of metering communication systems and related infrastructure.
  • Evaluate existing networks and recommend design changes to improve performance.
  • Establishing and maintaining network reliability and security through best practice use of static routing, dynamic routing (OSPF), IPsec tunnels, and firewalls. Maintains a flexible network facility system to balance reliability and costs and that meets business requirements.

JOB DUTIES may include other duties as assigned.

  • Acquire necessary field information, records verifications, document preparation, required to prepare work order construction prints.
  • Maintains current knowledge of the National Electric Code and the National Electric Safety Code along with Federal Communications Commission (FCC) guidelines, BICSI standards and practices, telephone industry standards, local telecom practices and procedures, local city, state and governmental rules and regulations.
  • Maintains day-to-day security of telecom network and servers.
  • Review designs of outside plant communications network facilities and applicable infrastructure routes from Central Office termination point to customer access point or any segment in between.
  • Prepare electronic drawings using computer aided drafting systems when required.
  • Compile data required for the preparation of plans or work order drawings.
  • Assures accurate work orders are issued for contractors.
  • Contributes to the preparation and evaluation of telecommunications bid proposals.
  • Participates in on-call schedule.
  • Works collaboratively in a team environment with a spirit of cooperatio
  • Displays excellent communication skills including presentation, persuasion, and negotiation skills required in work with members, customers, or coworkers, including the ability to communicate effectively and remain calm and courteous under pressure.
  • Conducts themselves in a manner that reflects well on UEC and contributes to harmonious relations with members and the general public.
  • Respectfully takes direction from supervisor.

EQUIPMENT/TOOLS

Experience and knowledge in the use and results interpretation of test instruments such as an Optical Time Domain Reflectometer (OTDR), cable tester/certifier, UGS locating tools, multimeter, and wattmeter.

SUPERVISOR RESPONSIBILITY

This position does not have any supervisory responsibilities.

EDUCATION and/or EXPERIENCE

Education:

Associate degree in Electronics, Computer Science or a related field or equivalent combination of education and experience.

Experience:Five (5) year of experience as a Telecom Outside Plant (OSP) technician, Radio Frequency (RF) technician or similar and relative engineering/technical experience. Advanced understanding of aerial, underground, OSP copper, fiber and substructure design. Vendor experience with Siemens and Cisco.
