Responsibilities

Since 1987, Laurel Ridge Treatment Center has been the premier provider of specialized behavioral health and addictive disease services in San Antonio and South Texas. Our 330-bed facility is one of the largest freestanding psychiatric hospitals in the United States. Set on a therapeutic 29-acre campus in north central San Antonio, Laurel Ridges serves as the setting for the treatment for children, adolescents, young adults, adults, veterans and military personnel. Laurel Ridge’s comprehensive programs treat disorders such as bipolar disorder, psychological trauma, PTSD, depression and anxiety, mental illnesses and addictive disease disorders such as alcoholism, drug addiction and substance abuse.

JOB RESPONSIBILITIES: 

  • Serves as LRTC’s Human Resources Director: Plans, develops, implements Human Resource policy throughout LRTC.
    • Plans and presents policies for comment by Senior Management and approval by the Chief Executive Officer.
    • Communicates policy to management, employee and others affected. Enforces and interprets established policy.
    • Monitors the effectiveness of policy in terms of attaining desired policy objectives; recommends modification if required.
    • Keeps abreast of legal developments in the Human Resource area.
    • Ensures that HR policies/practices are in compliance with the provisions of the Fair Labor Standards Act, ERISA, Child Labor Laws, Unemployment Compensation and Workers Compensation laws, OSHA, Equal Employment Opportunity laws, Immigration laws, City Ordinances, State and Federal Regulations and laws.
    • Provides effective staff advice to Sr. Management in respect to the operation and integration of the human resources function.
    • Serves as an effective, contributing member of the Sr. Management group.
  • Represents human resource management to all levels of LRTC’s work force.
    • Provides effective advice to department heads, managers and staff employees.
    • Significantly contributes to problem solving in the human resource area.
    • Effectively administers disciplinary program.
  • Establish and maintain all personnel records, legally required records.
  • Administer department personnel and program to ensure all technical aspects of the department are performed in an efficient and effective manner.
  • Ensure the confidentiality of all personnel files and documentation.
  • Ensure complete and orderly files are always maintained.
  • Represents LRTC in respect to human resources to outside agencies and the public.
    • Represents, or arranges for representation, at unemployment compensation hearings, at hearings of human relations agencies and others when required.
    • Maintains excellent working relationships with various state, federal and private agencies, (such as employment agencies, outplacement services) impacting LRTC Hospital human resources program.
    • Effectively interfaces with providers of benefits and other services, such as the Employee Assistance Program.
    • May speak to public groups about topics assigned by the Chief Executive Officer or when invited, speak on human resources topics.
    • Participates in local and professional groups concerned with Human Resource Administration in health care institutions.
    • Serves as a liaison and resolves disputes with government entities to include EEOC, Texas Employment Commission; Occupational Safety and Health Act; Department of Labor; Immigration; Department of Human Services.
    • Responds to changes made by employees and coordinates hospital's defense. Responds on a timely basis as requested by outside agencies. Maintains courteous, professional manner when dealing with outside agencies.
  • In conjunction with hospital management and Trainers, assists in planning, organizing and administering an employee development program.
    • Works with management in the determination of employee development needs.
    • Makes recommendations, suggestions or contributes to the organization of employee development, including the establishment of an overall plan, determination of goals and objectives, selection of techniques of presentation, selection of presenters, determination of frequency of presentation, time and place.
    • Suggests and recommends educational resources outside the hospital which are available to further employee development; ensures that the use of such resource are within the hospital budget.
    • Tracks and maintains continuing education and tuition assistance reimbursement per educational reimbursement policy from LRTC.
  • Oversees the hospital's compensation program.
    • Ensures that criteria based job descriptions exist and are current for each authorized position at LRTC.
    • Recommends and oversees the development, implementation and continuing maintenance of an effective compensation system;
    • Supervises the evaluation and pricing of positions balancing external market conditions and internal consistency.
    • Ensures that effective position controls are in place so that the hospital's payroll budget is not exceeded.
  • Oversees LRTC’s employee benefit program.
    • Manages workman’s comp and modified duty program.
    • Provides Benefit communication and education to employees.
    • Is available to staff in the resolution of benefit problems of advanced difficulty.
    • Manages Leave of Absences with third party vender: such as Sedgwick and the Hartford.
  • Oversees recruitment and selection throughout LRTC.
    • Ensures that recruitment and selection are accomplished within the framework of hospital policy in regard to Equal Employment Opportunity.
    • Ensures that interviewers are aware of legal requirements in regard to interviews.
    • Arranges for the recruitment of hard to find talent, using a variety of methods.
    • Provides staff advise in regard to employee selection.
    • Ensures the effective processing of new hires onto the payroll of the hospital.
      • Ensures that all legal requirements have been complied with.
      • Ensures that required background checks have been performed.
      • Ensures that all data has been entered in the HRIS (Lawson) system.
      • Arranges for proper employee orientation.
    • Keeps abreast of regulations and laws which affect recruitment, selection and employment.
  • Contributes to employee relations.
    • Maintains optimal working relationships and communications with all levels of employees and management by personal contact, internal memorandums, presentations, problem solving, training, at work social occasions and other means.
    • Provides counseling to employees/supervisors when requested.
      • Informs employees/supervisors of problem resolution/grievance procedures.
    • Ensures that each employee is aware of requirements of policy and the consequences of violating hospital policy.
      • Plans, develops, recommends and upon approval, implements a disciplinary system.
      • Provides effective advice in the application of discipline.
    • Conducts or ensures conduction of exit interviews.
    • Provide employee appreciation programs with an emphasis on Service Excellence.

Qualifications

JOB SPECIFICATIONS

EDUCATION:  Graduate from an accredited College or University. Graduate degree in Business Administration, Human Resources Administration, Hospital Administration a Social Science, Law or any other specialty related to Human Resources Administration preferred.

LICENSURE/CERTIFICATION: Current Texas driver’s license; PHR, SPHR or SHRM certification preferred.

EXPERIENCE:

  • Four years progressively responsible experience in Human Resources Administration, preferably in a healthcare environment, culminating in a position of Assistant Director, Director. Such position shall have involved significant responsibility for the operation of the HR Department, including such technical aspects as administration of compensation and benefits and including demonstrated ability in problem solving.
  • Extensive knowledge of developments in Human Resources field, including applicable laws and regulations.
  • Marked ability to communicate orally and in writing.
  • Knowledge of benefit administration, compensation administration, techniques of employment development, recruitment and selection and other human resources specialties.

PHYSICAL REQUIREMENTS: Normal office environment; considerable emotional pressure; walking throughout the hospital, occasional time displacement due to working evenings and/or nights; Ability to use computer terminal; Requires frequently speaking on the telephone; Requires ability to handle frequent interruptions; Requires very light lifting – 10 pounds or less; Hearing and vision sufficient to perform the essential functions of the job; Emotional stability necessary to perform the essential functions of the job.
