U.S. District Court - District of Arizona is Hiring a Programmer Analyst Near Phoenix or Tucson, AZ

INTRODUCTION

This position is part of a consolidated information technology support division and reports to the Systems Technology Division Manager. The incumbent will provide application development services to the Clerk's Office, U.S. Probation, U.S. Pretrial Services and chambers staff located throughout the District of Arizona. Focus will be on the development of applications which extend the functionality and improve operational efficiency of nationally supported systems. The incumbent will also administer local databases. 

REPRESENTATIVE DUTIES

  • Participates in all phases of application development lifecycle including identifying business requirements, designing technical solutions, programming front-end and back-end logics, programming reports, testing deliverables, and training. 
  • Prepares and maintains system development and operational documentation to include software design documents, application specifications and software module descriptions.
  • Design, develop, and support informational and statistical reports utilizing SQL and third-party reporting tools such as Crystal Reports, Business Objects or Microsoft Reporting Services.
  • Leverage agile methodology to manage and sustain assigned projects ensuring timely delivery. 
  • Regularly interact with customers to ascertain current system effectiveness, maintenance issues and potential enhancements.
  • Performs other duties as assigned.

QUALIFICATIONS

Progressive experience developing, implementing, and maintaining applications that enhance the productivity of various divisions within the organization. Development experience must have a strong customer element to ensure delivered solutions meet customer-defined needs and integration requirements. 

TECHNICAL QUALIFICATIONS

Preference will be given to those candidates who demonstrate progressive technical experience related to web and client applications development and database administration. Knowledge and experience workign with the following environments will be preferred: Java, Visual Basic, Microsoft SQL, MySQL and/or Informix is also preferred. Experience with reporting tools including Microsoft SQL Server Report Services (SSRS), Crystal Reports Enterprise Server and/or rePortal Software. 

Preference will also be given to candidates whose work experience provides evidence of strong customer service skills; the ability to work cooperatively with clients, team members, and managers; the ability to handle multiple priorities in a fast-paced environment; and the ability to follow an assigned project through to completion. A bachelor's degree from an accredited university or college is also preferred.

The initial appointment to this position is provisional pending the successful completion of the required background checks and/or investigations. The U.S. District Court is a drug-free workplace and the applicant selected will be required to participate in a drug screening test prior to employment.

The position is subject to the mandatory electronic fund transfer (EFT) participation for payment of net pay, i.e. Direct Deposit.

Non-citizens may be interviewed and considered for employment, but employment offers will only be made to individuals who qualify under one of the exceptions in 8 U.S.C. § 1324b(a)(3)(B). In most cases, this means that an offer of employment cannot be made unless the candidate is a lawful permanent resident who is seeking U.S. citizenship as explained below. Under 8 U.S.C. §1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.
