Department Of The Treasury is Hiring a National Bank Examiner/Bank Examiner (Asset Management), NB-570-VI Near New York, NY

Duties

As a National Bank Examiner/Bank Examiner (Asset Management), you will

  • Evaluate the effectiveness of asset management functions, identify systemic asset management risks and trends, and recommends changes in examination policy/procedures. Understand and implement the OCC's program for Supervision by Risk.
  • Supervise or assist in asset management examinations of community, midsize or large banks involving complex issues requiring extensive investigation and application of highly technical analysis and judgments. Direct, review, and evaluate the work of assigned personnel.
  • Be responsible for planning, coordinating, and monitoring supervisory activities. Plan, organize, and control asset management supervisory activities which may include the supervision of assigned staff.
  • Prepare communications with Boards of Directors and senior bank management in order to foster positive changes within the bank.
  • Conduct discussions with senior bank management on findings and recommendations.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back,
  • FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and
  • SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally on a frequent basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level. Examples of specialized experience for this position include:

  • Leading exams or audits of a financial institution's asset management operations (i.e. personal and corporate trusts, investment management, retirement and financial planning, custodial services, etc.); OR
  • Leading exams or audits of a financial institution's compliance with laws, regulations and guidance related to asset management (i.e. personal and corporate trusts, investment management, retirement and financial planning, custodial services, etc.)

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.

  • This position is included in the bargaining unit: NTEU
  • Applicants may apply under OCC's Alternative Location Arrangement for long term travel and will be subject to the provisions of the Alternative Location Arrangements PPM 3110-53.The applicant is expected to be onsite at the bank headquarters in a significant amount of work time (up to 50% of the time if the selectee is in an alternative location arrangement).If in an alternative location, the applicant is expected to be at the bank headquarters no later than noon on the first workday, departing no earlier than noon on the last workday and under normal circumstances there should be no travel on Sunday.
  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes.
