Overview Reporting to the Chief Operating Officer, the Chief Data Officer is responsible for managing large, complex and highly visible programs to make data a competitive differentiator for the firm across the enterprise. The major focus for this position will be on developing and implementing the strategy for enterprise data – from ingestion, to governance and quality, ensuring access to accurate and timely data, including customer, internal, transactional, market and other enterprise data sets. A strong customer orientation will be critical to ensure that Associates are able to drive effective business decisions from more accessible data and analytics. This position independently interfaces with key senior leaders up to senior executive level stakeholders from the business segments, the functional operational areas and technology. Data needs to be both an asset and a strategic pillar. The CDOs team includes Data Engineering, Data Governance, Advanced Data Analytics & Business Intelligence, and Data Science as well as other critical cross function groups that play an active role in driving data initiatives across the business. Given the size and breadth of a program, this role is responsible for recruiting, managing and retaining a program staff including allocating resources based on work stream needs and the personnel/skills available as well as proactively assessing the talent pool and making decisions regarding appropriate hiring and staffing to ensure the right blend of skills is available to support the program. Cultivating a high-performance culture among disparate resources and unifying them in to a more hub and spoke operating model will be critical. Role Summary and Responsibilities Set and operationalize the data strategy enabling the firm to more fully leverage data as an asset across the enterprise Create a Center of Excellence for Data Engineering, enabling data usage in applications throughout the firm. Standardize data-oriented skills, process, and technologies, centralizing the vision, strategy and execution oversight to establish a hub-and-spoke model across the organization Incorporate Data Science into more decision processes, differentiating our investment capabilities and optimizing our product development, distribution and operational delivery. Establish a standard suite of Data Analytics, Visualization and Reporting tools, facilitating self-service data capabilities for Associates across functions. Oversee a broad set of initiatives including those with a high level of project risk and work plan complexity. Develop the technology strategy and roadmap for optimizing the operational data workflow in partnership with business partners and key IT stakeholders Develop end-to-end, automated operational data workflows which address major business needs and capabilities Build out executive level dashboards for visibility into operational data quality, timeliness, completeness and compliance Create information life-cycle management capabilities across all operational data domains and associated user interfaces to discover and explore data lineage Serves as a senior point of escalation for staff, business sponsors, IT executives and key project stakeholders. Act as a source of sound counsel to senior IT and business leaders. Partner with the senior leadership from the Business and IT community to identify and prioritize opportunities for achieving the goals of the program/enterprise. Provide consultative support in the area of business strategy development and solution assessments. Become a proactive trusted advisor to Business – develop relationships with key Business and IT matrix partners Attract, recruit, manage, develop, and retain talented team members. This includes both hiring and growing employees as well as effective use of consultants or vendor partnerships. Guide and oversee staff in the development of program delivery strategies ensuring alignment with the supporting business cases as well as the associated enterprise-wide project plans and contingency plans. Assist staff in formulating adjustments to project scope, timing, and budgets as needed by applying established governance mechanisms and best practices. Track and monitor the progress of key projects/programs and their associated milestones and recommend adjustments as necessary. Candidate Profile T. Rowe Price is seeking an innovative, sophisticated and experienced technical candidate. The Chief Data Officer will think and act strategically, exercising a bias for action coupled with a thoughtful architectural approach. S/he will be a technologist with hands-on experience of developing new solutions and leveraging new technologies for managing large volumes of data. S/he will be seen as a thought leader, with demonstrated knowledge of data structure, data systems/tools, data software, and data management policies and practices. The ideal candidate will be an accomplished, innovative technology executive with a demonstrated track record of driving and delivering results with a strategic mindset. S/he will have demonstrated experience delivering and managing high-volume, real-time data platforms as well as being a proven leader who has built and managed high performing teams, instilling confidence, focus, discipline, camaraderie, and passion within their organization. The ideal candidate would have a deep background in managing technologies that deal with large volumes of data in hybrid or cloud environments. As new technologies have emerged in data, the individual must have followed these trends and gotten experience of transforming and modernizing legacy systems. Experience of working with technologies like cloud systems will be highly valued. The successful candidate will have experience operating in a complex organizational environment, and will bring extensive experience leading transformational change programs such as centralization and cloud migration. S/he will bring also have track record of delivering improved data management platforms to the organization. The Chief Data Officer will be an effective and credible leader, with the ability to influence and get things done through others. S/he will be a strong communicator, able to communicate a vision and bring people along on a journey. The successful candidate will have strong stakeholder management skills, able to engage with Global Business/Global Function to drive business results. Engineering expertise and operational experience in transitioning from legacy to modernized systems.
