Trigyn's direct government client in Towson, MD has an urgent need for Data Governance Consultant. The particulars of the position are as follows.
Description
The Client is seeking a qualified candidate to create a guiding framework and document to govern the policies and procedures around data sharing, entry, analysis, collection, publication, visualization, and utilization.
Responsibilities
Detailed written processes and procedures for implementation of county-wide data governance policy for the Client.
Interviews with various Department Stakeholders to identify sensitive data within each department and the various restrictions to sharing.
Validation of current data inventory and completion of data inventory
Inventory of Data governance documents (i.e. MOUs, Data Sharing Agreements, confidentiality agreements & NDAs).
Review the law and determine what data governance rules apply to the data including applicable federal, state, and local laws. Define those laws and the restrictions on sharing data that fall within their purview.
Incorporate a section on the confidentiality and privacy laws and regulations applicable to each data set within the data inventory and data received by the department, if any.
Identify steps and the process for the data lifecycle from data capture to use, sharing, and destruction.
Create data standards policies and procedures that outline best practices for data capture.
Create a process for internal data-sharing requests.
Create a comprehensive and detailed Data Governance Policy and Procedures document specific to the Client. The policy should include the sections below and integrate with the following:

Data Integration
Open Data policy
Data Quality Standards
Data Dictionary
Data Governance Documents
Inventory of regulations/confidentiality/privacy laws
Data Inventory
Privacy and Security Policy (existing)
Risk Management Policy (existing)
Data Retention Policy (existing)
NOTE: Ensure that all process deliverables comply with the existing risk management, data retention, privacy, and security policies.
Education:
A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical disciplines. A Master's Degree is preferred. A Masters Degree in one of the above disciplines equals one year of specialized and two years of general experience.
General Experience:
Must have seven (7) years of experience.
Specialized Experience:
At least five (5) years of combined new and related older technical experience in the IT field directly related to the required area of expertise.
