Job Description 

The Program Analyst will work with our GovCon client.
Responsibilities:

  • Evaluate OAR’s research and development (R&D) portfolio for determining progress of NOAA’s use of R&D to accomplish its weather, ocean, and climate missions.
  • Develop research reports, white papers, presentations, fact sheets, information bulletins, educational materials, research reports, briefing papers, and other programmatic guidance on a wide variety of coordination and administration issues associated with evaluating NOAA’s R&D and activities.
  • Analyze available data to evaluate progress on moving R&D into applications in OAR’s weather, climate, and ocean missions. This includes conducting analysis on both numerical and textual data.
  • Build a community of practice at NOAA by identifying and facilitating the use of data science tools and techniques in evaluating R&D portfolios.
  • Draft Portfolio specific briefing materials, educational materials, and give briefings and presentations.
  • Provide input to ad hoc stakeholder requests for information and analysis regarding policy development, status, and assessment related to R&D, and develop internal and external web content.
  • Design, implement, and manage mechanisms for collecting, tracking, and assessing information about a broad range of developments, activities, statements, and publications related to R&D and moving R&D into applications.
  • Create, edit, and conduct quality assessment of information resources such as online tools, educational products, templates, and handbooks to aid OAR leadership.
  • Provide logistics and coordination services for national and/or regional meetings related to NOAA’s R&D portfolio, including the development of meeting materials, invitation and tracking of participants, coordination of meeting space and requirements, note-taking and facilitation services, and the drafting of after-action reports, as required.

Qualifications:

  • Bachelor’s degree in a related area from an accredited university required
  • At least 5 years’ experience in the field or related area required
  • Strong verbal and written communication skills
  • Demonstrated ability to multi-task and work in a high-paced environment
  • Can work both independently and as a team
  • Strong writing and editing skills, and experience translating complex scientific information for non-scientific audiences
  • MS Office and G-Suite proficiency
  • Strong written, analytical, strategic foresight
  • Strong organizational skills, attention to detail, the ability to learn by example, and multitask
  • Knowledge of NOAA systems, services, research, and/or programs is preferred
  • Fellowship Experience (for example: Knauss Fellowship or AAAS Science and Technology Fellowship) is preferred

Clearance 

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

Education 

  • Bachelor’s Degree in a related field or a combination of training, certifications, and experience

  • No certifications are required.

Travel Requirements:

This position will involve no travel.
