NATURE OF WORK:

The Town of Stonington is seeking a driven, organized, candidate for an exciting new position of Grants Administrator. This person will primarily be responsible for working across Town Departments to research and identify funding opportunities, apply for and administer the grant requirements for projects that will support ongoing and future work for the Town of Stonington. This position will be a key contributor to the success of the Town’s capital improvement projects to maintain and improve the Town’s infrastructure, support and services, helping to ensure the Town’s resiliency for the future.

SUPERVISION RECEIVED:

Work is performed under the direction of the First Selectman and in accordance with prevailing policies, laws, rules and regulations. Position will work closely with Town departments and department heads.

ESSENTIAL JOB FUNCTIONS:

Grant Research:

  • Researches, gathers and formulates data for grant or other funding opportunities including but not limited to needs assessments, budget development and cost benefit analysis.
  • Responsible for researching various sources in the public and private sectors for grants which may be available for existing or future projects or needs for any Town department.
  • Works in close coordination with different departments to determine which programs/projects could be funded through grants. This will require a strong understanding of the scope of various municipal projects and goals, as well as proactive searching for suitable grants across a wide spectrum of municipal needs.
  • Coordinates and participates in related board/commission meetings related to grant needs, identification thereof and applications.

Grant Application Process

  • Prepares grant applications and proposals for submission; including writing, reviewing and editing grant applications and proposals. Works with other departments to gather information and data required for the grant application.
  • Responsible for follow-up required on grant applications and providing status updates as needed.
  • Develop and manage a short and long-term plan/calendar for available grants.
  • Performs related work as required.

Grant Project Management:

  • Responsible for project fiscal / grant management and budget development and fiscal oversight throughout the various project phases.
  • If successful in obtaining grants, this position will also be the lead for grant administration work for the life of the grants, partnering with Town departments and interacting with federal, state and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, reporting, oversight and accountability.
  • Works with all departments, Boards, Commissions and others to successfully monitor grants.
  • Prepares or assists in preparing reports as required by the grantor, the First Selectman or other appropriate body such as a board or commission. Assures that the resources committed to specific programs are used effectively in accordance with the terms of the grant.
  • Monitors grant expenditures and revenues, as well as project status to ensure proper expenditures are made
  • Monitors, plans and coordinates activities for any funding awarded for sustainability, resiliency and/or environmental issues

QUALIFICATIONS:

Education, Experience and Training:

The education, experience and training required would generally be acquired with a Bachelor’s Degree in Planning, Project Management, Public Administration, Political Science, Business, Communication, Nonprofit Management, Finance or a related field or relevant professional experience and 2 – 3 years’ experience in grant writing and administration. Project Management experience preferred. A combination of education and experience that clearly demonstrates the ability to perform the duties and responsibilities of this position will be considered.

Knowledge, Skills and Ability:

  • Experience with grant writing, preferably in a municipal environment.
  • Strong verbal, written, and presentation skills
  • Attention to detail and ability to handle multiple tasks
  • Strong organizational and project management skills
  • High level of independent research skills
  • Considerable interpersonal skills to establish and maintain effective and courteous working relationships with Town and public officials, Town departments and agencies, co-workers and volunteers, and with businesses, residents, and members of the general public, and to respond to inquiries and/or complaints from the same
  • Requires the ability to read, analyze and interpret complex contractual, financial and grant documents
  • Proficiency with computer software applications for project management
  • Energy, creativity, and self-starter
  • Ability to exercise good judgement and focus on detail as required by the job
  • Ability to work outside of normal business hours as necessitated by the position (i.e., evening meetings).

This is a highly responsible, professional and administrative work and as such is expressly exempted by the Fair Labor Standards Act and related state laws from the requirement of paid overtime.

PHYSICAL DEMANDS:

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job the employee is regularly required to: talk and hear. The employee is frequently required to stand, walk, sit, use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, crouch or crawl. The employee must frequently lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The employee must be able to hear normal sounds with the presence of background noise, as in hearing using a telephone. The employee is occasionally required to attend off-site meetings and conferences.

The noise level in the work environment is usually quiet while in the office and quiet to extremely loud depending on the task or equipment being used in the field.

Employee must be free from mental and physical disorders which would interfere with performance duties as described, and have the mental capacity to handle stressful situations.

Most job requirements are performed indoors, in an office or meeting room environment. The noise level in the work environment is usually moderate. The employee will regularly operate typical business equipment, including computer hardware.
