Description
Under the general supervision of the Sewer Director, the Engineering-Compliance Officer is responsible for review of plan documents, conducting sewer inspections, assisting the Director with employee credentialing compliance, development of plant compliance policies and ensuring sewer operations are in compliance with the rules and regulations of regulatory bodies.
Education and Experience: Any combination equivalent to a Bachelor's Degree; three (3) years of experience in waste water management. Massachusetts registered PE, Professional Engineer or equivalent state registration with the ability to obtain MA Registration within 1 year, Massachusetts Wastewater Operators License Grade 6C Full status preferred or the ability to secure this license within two years of starting employment. A NEWEA voluntary Grade III Collections Operator License is required or the ability to obtain same. A NEWA Voluntary Lab Analyst License is suggested.
Special Requirements: Incumbent will be required to participate in the NIMS system and must obtain multiple NIMS certificates. Employee must possess a valid Class D Massachusetts Driver's License and must remain active and in good standing during employment with the town.
Full Time; Benefits; Union Position; Starting hourly rate $63.67.
This position is eligible for remote work with Town approval; for candidates looking to relocate to Nantucket, the Town is actively securing housing for Town employees.
Statement of Duties : The Engineering-Compliance Officer is responsible for review of plan documents, conducting sewer inspections, assisting the Director with employee credentialing compliance, development of plant compliance policies and ensuring sewer operations are in compliance with the rules and regulations of regulatory bodies.
Supervision Required : Under the general supervision of the Sewer Director, the employee becomes familiar with the work routine and uses initiative in carrying out recurring assignments with direction. Unusual situations are referred to the Sewer Director for advice and further instructions.
Supervisory Responsibility : The employee does not regularly supervise other Town employees. At the direction of the Sewer Director or in their absence, the Engineering-Compliance Officer may be required to supervise sewer department personnel.
Confidentiality : The employee has regular access to department records in accordance with the State Public Records law.
Accountability : Consequences of errors, missed deadlines or poor judgment may include adverse customer relations, jeopardize programs, legal repercussions, danger to the public, personal injury and missed deadlines.
Judgment : The employee has substantial responsibility involving the exercise of independent judgment in personnel administration. The work requires the employee to examine, analyze, and evaluate facts and circumstances surrounding individual problems, situations and to determine appropriate actions to be taken within the limits of standard or accepted practices. Guidelines include industry operational standards, which may be complex or conflicting, at times. Independent judgment is used in analyzing specific situations to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making. Requires understanding, interpreting and applying complex federal, state, and local regulations.
Complexity : The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact-finding techniques; or determining the methods to accomplish the work.
Work Environment: The nature of duties may involve the continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, extreme heat/ cold temperatures, oil, dirt or grease. Work is continually performed outdoors, regardless of weather conditions. Daily schedule may vary to accommodate department operations. Work outside of the standard workweek and outside of the typical daily schedule may be necessary to accommodate emergency or other atypical situations.
Nature and Purpose of Public Contact : Relationships are primarily with co-workers and the public involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems. Other regular contacts are with service recipients and employees of outside organizations. More than ordinary courtesy, tact and diplomacy may be required to resolve complaints or deal with uncooperative or uninformed persons.
Occupational Risk : Essential functions regularly present potential risk of injury to the employee that could result in loss of time from work. Examples of personal injury include severe muscular strains from working with heavy materials or from operating department equipment. Special safety precautions, training and protective clothing such as gowns, coats, gloves, glasses, hard hats, or safety boots is required.
Essential duties/ responsibilities/ functions

  • Monitor plant processes regularly to ensure efficient treatment operations to maintain compliance with regulatory agencies.
  • Interact with Town staff and general public for community awareness of the plant operations and environmental impacts.
  • Conduct reviews of sewer permit application and plans for issuance, make recommendations to meet sewer regulations.
  • Attend meetings with outside engineers and surveyors on Sewer projects.
  • Conduct sewer inspections as directed by the Sewer Director.
  • Develop plant compliance policies and procedures.
  • Assist the Director with ensuring employee credentialing compliance; assist with developing an educational advancement plan and conducting employee training.
  • Establish and document an internal compliance audit system.

Knowledge, Abilities and Skill:
Knowledge: Knowledge of office software (word processing and spread sheet applications) and the Internet and Town web site in support of department operations. Familiarity with State and Federal regulations that govern Waste Water Treatment Plant operations. Familiarity with Town government operations and related services.
Abilities: Ability to interact effectively and appropriately with town employees as well as state officials; ability to perform several tasks and to maintain confidential information; ability to work independently and be able to effectively operate various types of office equipment and machinery.
Skills: Proficiency in written and oral communication; Word, Excel, Outlook and standard office software; proficient customer service and interview skills.
