Position Summary:

This position will perform advanced accounting functions requiring the application of governmental and general accounting theory in maintaining accounting records and producing financial reports.

Essential Functions and Basic Duties:

  •  Provides clerical accounting duties in the areas of accounts payable, accounts receivable, sales tax and payroll.
  • Assists Town Finance Director in all aspects of accounting functions for the Finance Department including auditing, budgeting, and the preparation of financial statements.
  • Maintains the Town’s accounting systems and procedures, ensures the integrity of financial data by instituting proper internal controls.
  • Acts as custodian of departmental documents and records. Establishes and maintains filing system, controls records and indexes.
  • Assists other finance department personnel by assuring proper remittances are received, preparing sales tax reports, preparing various mailings, balances daily bank deposits for sales tax, business licenses and utility bill payments.
  • Oversees Town expenditures to assure items are budgeted, and processes paperwork to ensure bills/invoices are properly paid.
  • Answers in-person, telephone and written inquiries, service requests and complaints from vendors or employees in a helpful, courteous and efficient manner.
  • Posts payments, statements and lists to various computer based or hard copy ledgers, registers, journals, and reports. Submits all requested reports to the Finance Director on a timely basis.
  • Develops and prepares year-end financial reports to include the balance sheet and revenue and expense statements for the audit process.
  • Assists the Finance Director, as requested, in preparation of the annual Town budget.
  • Provides financial reports on an on-going basis, or as requested by the Finance Director.
  • Prepares reconciliations and assists with analysis for account and the general ledger.

Qualifications:

Education / Certifications:

  • Bachelor’s degree in accounting, finance from an accredited college or university.
  • Master’s degree in a related field, preferred.
  • Certified Government Finance Officer (CGFO) or Certified Public Accountant (CPA) preferred.

Experience Required:

  • A minimum of seven years of professional experience in a related position with a government agency; preferably a municipality.

Knowledge, Skills, and Abilities:

  • Comprehensive and working knowledge of the theory, principles, methods and practices of governmental accounting and auditing
  • Experience with computerized accounting system(s) required; preferably Caselle.
  • Advanced knowledge of Excel and working knowledge of all other MS Office Products.
  • Ability to communicate effectively, verbally and in writing, with municipal staff, elected and appointed officials, and the public.
  • Ability to establish effective working relationships.
  • Acute attention to detail
  • High comprehensive problem solving and reasoning abilities.
  • Professional maturity and high emotional intelligence displaying modesty, conscientiousness, goal focus, professional curiosity, and determination to WIN!
