THE OPPORTUNITY
The Public Works Director is responsible for directing the operations and activities of the Public Works Department, which includes streets/general public works, water and wastewater utilities infrastructure, parks and trails maintenance, wastewater treatment plant, and public buildings, under the direction of the Town Manager. Responsible for the planning, design, construction, repair and maintenance of town infrastructure and related services in compliance with state and federal regulations and the policies established by the Town Council.

This is a senior management level position that serves as a member of the Town’s executive staff and Leadership Team responsible for the overall provision of services to the citizens of Hudson as provided in policy direction from the Town Council. The Public Works Director attends occasional after-hours meetings as required, including twice monthly Town Council meetings. Rotating assignments, including scheduled and unscheduled call-back duty, are a requirement of the position.

JOB SUMMARY

Duties and responsibilities include but are not limited to:

  • Participates as a member of the Leadership Team; contributes to the development and implementation of Town goals, objectives, policies, procedures, and service standards
  • Attends Town Council meetings and any other organized meetings as directed by the Town Manager
  • Directs, oversees, and participates in the development of the department; assigns work activities; implements policies and procedures; reviews and evaluate work products; develops department goals and objectives; recommends the selection of staff and provides for their training and professional development
  • Represents the department by establishing and maintaining effective working relationships with other Town officials and employees, regulatory agencies, civic leaders, and the public
  • Coordinates preparation of the annual department budget; monitors expenditures and ensures compliance of approved budget as well as compliance with Town auditing procedures and budgetary constraints; works with the Town Manager to establish the Town’s Capital Improvement Program budget; performs research and make recommendations regarding purchases of materials, equipment, and services based on the Town’s adopted procurement policy; develops plans for future needs of the department and Town infrastructure; prepares long-term capital plans for area of responsibility
  • Manages maintenance practices and a variety of projects; evaluates alternatives, prepares or reviews cost estimates, preliminary and final designs, bid documents, and contracts; assigns personnel; monitors compliance with engineering principles, Town standards and related specifications; coordinate with the Town’s contracted Engineer on technical matters; ensures department employees learn and observe appropriate safety procedures as adopted by the Town
  • Participates in and make recommendations regarding plans for construction, expansion, and relocation of facilities
  • Regularly reports to and advises the Town Manager on public works issues and policies, and the status of department activities. Keep Town Manager advised of problems and complaints from the public, and responses taken or recommended
  • Performs all duties and assumes all responsibilities of the state-licensed operator of the Town’s water and wastewater systems as needed; responsible for the timely and correct performance of various required water and wastewater quality tests and flow reports and required periodic reporting
  • Supervises and completes as needed and required, general labor and maintenance tasks; timely repair of utility line breaks; maintenance and repair of Town facilities, including but not limited to streets, alleys, drainage and building facilities; snow and ice removal operations, patching, and other repairs
  • Directs routine maintenance activities, including snow and ice removal operations, patching and other repairs

QUALIFICATIONS

  • Minimum 5-7 years of progressively responsible experience in a related field in public works, including demonstrated supervisory and administrative responsibility in water and wastewater treatment operations, and project and construction management
  • Progressively responsible experience in the design, construction and maintenance of streets, sidewalks, bridges, buildings, drainage structures, water distribution, sewer collection and treatment plants; familiarity with architectural and engineering drawings
  • Excellent verbal and written communication skills, including proficiency with Microsoft programs and GIS
  • Strong interpersonal skills with the ability to work with a wide variety of people
  • Valid driver’s license with good driving record
  • Bachelor’s Degree or higher in Civil Engineering, Public or Business Administration preferred
  • Licensed Professional Engineer a plus
  • Current Colorado Water and Wastewater Facility Operators Certification Board Class “B” water and Class “B” wastewater licenses preferred
  • Valid Colorado CDL Class “B” driver’s license preferred

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with Town policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
