Responsibilities

• Expertly apply change management methodologies to change initiatives
• Leads and coaches key stakeholders and sponsors in change management strategies and activities
• Develop, maintain, and execute the Change Management Plan, describing the change management approach, key change management roles and responsibilities, and metrics and methods used for continuous improvement of the change management process 

• Develop and disseminate Standard Operating Procedures (SOP) to define the change management process flows for end users and stakeholders that is aligned with the Agile (SAFe) development methodology 
• Log all potential changes to the JIRA change control tool 
• Submit all potential changes to the application for approval by the Change Control Board (CCB) 
• Assess change requests proposed by users and other system owners and provide level of effort (LOE) 
• Develop project plans, analysis of alternatives, or impact analyses in support of proposed changes 

• Support program leadership and project managers in prioritizing identified needs based on their criticality to the stakeholders and availability of resources in order to establish target timelines for implementation of prioritized needs 
•  Make prioritized recommendations and formulate the release plans for presentation to the CCB and follow review and approval processes 
• Schedule CCB meetings, develop meeting materials, record meeting notes, and update action items, risk register, and decision logs 
• Schedule and coordinate implementation of CCB approved changes that integrate with other dependent systems and enterprise services 
• Notify the CCB of any closure or change in status of any change requests previously reviewed and prioritized by the CCB 

• Improve the change management process by collecting feedback from users, identifying gaps and inefficiencies, and collecting metrics to identify the effectiveness of the change management functions 
• Lead the creation of actionable deliverables to facilitate change, including communications plans, sponsor roadmaps, coaching plans, training plans, and resistance management plans.

Qualifications

• Minimum of five (5 ) years’ experience with implementing a structured change control methodology and leading change management activities for a major program 
• Demonstrated experience with implementing and maintaining a structured change control methodology and leading change management activities for a major program.
• Demonstrated knowledge of change management process and tools to create a strategy to support adoption of the changes required by a project or initiative.
• Excellent active listening, and problem-solving skills
• Strong knowledge of change management within the context of agile methodologies 
• Ability to establish and maintain strong professional relationships
• Strong facilitation and communication skills, both written and verbal, across all organizational functions and levels 
• Experience managing multiple simultaneous change initiatives on an enterprise scale 
• Ability to influence others and move toward a common vision and goal 
• Must be a self-starter, enthusiastic; and possess very strong organizational, task management and prioritization skills 
• Must be able to thrive in a fast-paced work environment 
• Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline 

It is desirable that the Change Manager have the following qualifications:

• Possess a Change management certification (CMP) or equivalent (e.g., PMP)
• Demonstrated experience with large-scale organizational change efforts
