Responsibilities Support UT Austin in pre-project planning activities, including Capital Improvement Plan preparation and Board of Regents and Texas Higher Education Coordinating Board submittals and approval processes. Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions. Serves as primary project liaison with campus staff, facility user groups, operations and administration during design and contract administration to ensure timely input, manage expectations, resolve conflicts, manage the overall Total Project Cost and schedule of the project, and facilitate decisions. Manage the planning, design and execution of major higher education capital projects by providing project leadership, communication, coordination and conflict resolution to ensure project goals are met. Project portfolio: Typically 1-3 active projects with an average total value of 10M or more. May also be responsible for smaller projects depending on needs. Manage project from initiation through completion of construction. Responsible for project budget, schedule, and procurement of design and construction services. Drive progress of consultants to achieve expected functionality; and recommend alternatives to recover negative drift. Facilitate timely decisions by campus representatives and report progress and issues impacting the project goals to stakeholders. Ensure design and construction documents comply with project requirements. Facilitate timely review of contract documents by UT engineers and consultants at Schematic Design, Design Development, and Construction Document phases of the work. Facilitate timely reviews of accessibility, building and fire code compliance, Storm Water Pollution Protection Plan, Historically Under-Utilized Business plan, and SECO to avoid delays to the project. Advocate with integrity for the campus contract negotiations. Review and approve design and construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, bid documents, pay applications, etc. Facilitate UT Austin and UT System approvals as required. During construction, direct and/or provide support to Construction Inspectors and institution staff in management of construction activities and processes. Apply UT Austin Capital Planning and Construction project control processes to track progress; for consistency; to mitigate risks; and to assure compliance with Board of Regents Rules' Regulations and applicable State and Federal statutes and regulations. Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements. Required Qualifications Bachelor's degree in architecture, engineering or construction management. Ten years project management experience for an institution of higher education or similar environment. Equivalent combination of relevant education and experience may be substituted as appropriate. Proven ability to manage and lead major capital projects maintaining budgets, schedules, and expectations of the clients and department management through leadership, stewardship, and effective reporting on progress and status of all assigned projects. Relevant education and experience may be substituted as appropriate. Preferred Qualifications Registration as Professional Architect or Engineer. Experience managing capital projects in excess of $10 million preferred. Experience with project management database, scheduling, estimating, and other software packages.
