Purpose Responsible for providing assistance to Contract Manager in the advertisement, preparation, submission, and maintenance of contractual agreements and related processes. Responsibilities Develop and maintain sufficient familiarity with contract and state procurement requirements and University processes to perform job duties and provide administrative and technical support to PMCS staff. Conduct entire procurement and contracting process for complex projects, communicating with all stakeholders at all times. Prepare and coordinate the requests for proposals, addenda, contracts, notices to proceed, change orders, pay applications and close out documents. Review all documents for quality control. Route and distribute all documents. Assist in resolution of any issues and communicate outcome clearly to all stakeholders. Update Contracts Database, PMCS Website, Electronic State Business Daily (ESBD) and Legislative Budget Board (LBB) website with contract award information. Perform database entry and report generation. Schedule and coordinate multi-task projects in an evolving and deadline-driven environment in order to maintain timely completion of contract functions. Use computer applications on Windows PC, including UT Box, Microsoft Suite (Word, Excel, Outlook, PowerPoint, Teams), DEFINE, FAMIS. Provide technical, contracting and account support for PMCS staff. Work independently as well as a Team Member with other contracting staff, project managers, HUB Office and other professionals on PMCS projects. Other related functions as assigned. Required Qualifications High school graduation or GED, and five years administrative experience. Experience with construction project contracts or business contract processing. Experience in a deadline driven environment involving multiple projects and duties. Demonstrated ability to work under general supervision, using discretion, initiative and independent judgement as needed. Experience in providing customer services in a professional manner. Five years of experience in Microsoft Office software. Advanced Word skills including merging, formatting styles, templates; experience with Excel linked workbooks. Experience with databases and report generation. Good communication skills, verbal and written, with a wide variety of individuals. Good interpersonal skills. Relevant education and experience may be substituted as appropriate. Preferred Qualifications Bachelor's degree in contract management, business administration, accounting or a related field. More than five years of administrative experience. Two or more years of experience in preparation of contracts and the competitive solicitation process. Experience in State of Texas procurement process. Prior experience in state or federal/military purchasing. Successful completion of a University of Texas leadership development program. Current professional contracting or procurement certification, preferably a CTCD or CTCM. Experience in public speaking to mixed groups, in person and virtually. Experience in using various meeting platforms including Zoom and Teams.
