POSITION DESCRIPTION: Supervise, manage, direct, and oversee staff in the development, implementation, and maintenance of multiple large, Office of Comptroller (OOC) officewide information technology related efforts as well as any OOC specific computing applications and smaller information technology requests that may be assigned. Utilize excellent project management skills, align with information technology industry standard and department specific project delivery methodologies, and comply with Department of Management Services (DMS) requirements for 60GG, in establishing and monitoring project scope, budget, requirements, schedules, timelines, assignments to staff, and other required project deliverables. Direct the support and/or development of assigned information technology projects, tasks and coordinate with appropriate business staff and other sections to ensure quality and timely delivery of work products and computing asset support services.
Manage staff and resources associated with assigned technology projects and tasks. This includes direct responsibility for supervising subordinate staff and validating and signing timesheets, tracking tasks and hours to projects, and other administrative activities associated with accurately measuring project and task costs. Participate in recruiting and hiring as assigned. Assist with information technology related legislative budget requests and any required supporting documentation. Create and maintain comprehensive budget and project documentation.
Conduct analytical and organizational research for the planning, development, and implementation of strategic technology initiatives. This includes the analysis and reporting of program data, project data, computing application data, cost data, resource data, pay data, key performance measures, etc. Participate in cost benefit analysis and recommendations for procurement of information technology based products and services, and other related budget activities.
Communicate, coordinate, and work effectively with other department staff, business representatives, and management to ensure that information is properly disseminated, to facilitate the most efficient use of resources, successful project implementation, and/or task completion.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Information Technology (IT) procedures, concepts, and techniques. Knowledge of project management and the value of completing projects on time and within budget. Knowledge of facilitating successful work sessions and meetings. Knowledge of Project Management Body of Knowledge (PMBOK) and best practices of project management. Knowledge of F.A.C. 60GG rules. Knowledge of the Legislative Budget Request (LBR) process. Knowledge of department application development standards. Knowledge of Microsoft Office Suite. Skill in problem solving and issue resolution. Skill in verbal and written communication, interpersonal, conflict resolution, and customer service. Skill at stakeholder management and communication.
