Salary/Grade: $62,000.00 per year - negotiable depending upon education and experience; Grade 13, Exempt

Description of Position:

The Social Services Director is responsible to administer and provide management support in accordance with The Salvation Army, as well as appropriate federal, state, and local policies, procedures and guidelines. The Director is responsible for the overall supervision of all programs that fall under social services including Family Services, Rapid Rehousing, and the Emergency Housing Residence throughout the State of DE.

Responsibilities

Duties Include:

  • Responsible for writing program descriptions and grant proposals to prospective funding sources.
  • Program Implementation - Hiring personnel and establishing policies and procedures for new programs.
  • Program Coordination - Coordination of Salvation Army staff and the staff and volunteers of cooperating social service agencies.
  • Program Monitoring – Development of standards of practice, development of monitoring tools and systems and program evaluation.
  • Manages Emergency Housing Residence and Code Purple cold weather shelter. These programs are open 24/7 and require on-call access for problem solving.
  • On-call responsibilities include being accessible by phone at all times and complete program oversight.
  • Manages all Social Services staff to ensure appropriate spending of funding and compassion, fairness to all clients, including providing supervision, ensuring all staff responsibilities are completed & proper coverage of each shift.
  • Responsible for monitoring the annual budget for all Social Services programs and for implementing necessary plans to meet expectations of The Salvation Army and funding sources.
  • Responsible to actively seek out grant opportunities for all social services programs, and to complete contracts, budgets, grants, United Way funding requests, etc.

Qualifications

Minimum Qualifications:

  • Bachelors Degree in a related human service field, plus a minimum of seven years of social service administration experience with extensive experience in working with inner city and disadvantaged youth population, families and teen parents.
  • Specific experience in programming, budgeting, and social service program delivery.
  • Meets the Child Protection Clearances required by Delaware’s Beau Biden Law based on information found on the SBI and FBI Criminal Record Checks.
  • A commitment to the mission of The Salvation Army is essential.
