HR Specialist/Retirement and New Employee Benefits SME

The LDM Group, a WOSB delivers Human Resources Management Consulting Services to Federal, State and Local Agencies. LDM has a need for a Human Resources Specialist to conducts New Employee And Retirement Training Sessions on behalf of our Federal Customers Office of Human Capital Services, Department of the Treasury. Responsibility includes providing new employee introduction training as well as Federal Employees Retirement System (FERS) and Civil Service Retirement System (CSRS) retirement training to federal staff.
The HR Specialist/Retirement Trainer must develop a complete syllabus of each training session.
Duration of Training. Retirement training shall be no less than 2 business days and no more than 3 business days (8 hours per day). New employee benefits training shall be no more than 1 day each (8 hours). Each allows for 1 to 2-day preparations.

Training Prepare and Close-out: At the end of each session, the HR Specialist will conduct the following:
· Prepare handouts of syllabus, material, forms, etc.
· Create a tracking spreadsheet/form of attendance for each day of training
· Prepare class survey based on a scale system (create a rollup summary of the survey) end of each session
· Access to Laptop and Virtual Conference tools like WebEx, Teams, Zoom, Skype
Qualifications: The HR Specialist must be experienced and knowledgeable in both Federal retirement systems, Thrift Savings Plan (TSP), Social Security, Federal health benefits as well as an overview of financial planning focused on Federal retirement to include Estate and Transition planning, Long Term Care (LTC), Life Insurance (FEGLI) and Social Security
Class Size: Each class will consist of no more than thirty (30) students.
Methods of Training: The HR Specialist will provide in-person classroom/virtual classroom during COVID-19. The HR Specialist will also provide and host virtual training which will allow the presentation of the material as well as interaction between the instructor and students. Will provide verbal communications through the web-based tool as well as a back-up toll-free conference telephone line as per the direction of the customer.
Job Description: The HR Specialist will deliver training to new Federal employee as well as preparation Retirement training to employees within 5 and 10 years of retirement. The HR Specialist will have solid understanding and knowledge of Federal Employee Retirement System (FERS) and Civil Service Retirement System (CSRS) to facility classes.
Training may consist of New Employee, Group Trainings and or Individual training sessions as follows:
HR Specialist/new Employee Benefits Training (Federal): This class will focus on new Department of the Treasury, Departmental Offices employees with less than five (5) years of Government service under the Department of the Treasury. Upon completion of this training session, the students should have an understanding of Treasury’s expectations of employee conduct as well as associated retirement planning Minimum requirements. New employee benefits training shall include but not be limited to:
a) FERS Basic Benefit
b) Social Security
c) CSRS Basic Benefit including CSRS Offset Basic Benefit
d) Health Insurance to include FEDVIP (FEHB)
e) Life Insurance (FEGLI)
f) Thrift Savings Plan (TSP)
g) Flexible Spending Account (FSA)
h) Long Term Care (LTC)
i) Financial Planning to include Estate planning and Transition planning
Federal Employee Retirement System (FERS) End of Career Planning
This class will include topics that are focused on Federal employees that are within 5 years or less of their estimated retirement. Upon completion of this class, students should have a basic understanding of actions that should be followed in order to prepare for federal retirement.
Federal Employee Retirement System (FERS) Mid-Career Planning
This class will include topics on Federal employees that are within 10 years or more of their estimated retirement. Upon completion of this class, students should have a basic understanding of actions that should be followed in order to prepare for federal retirement.
Civil Service Retirement System (CSRS)
This class will include topics that are focused on Federal employees that under the Civil Service Retirement System (CSRS) including the CRSR Offset. Upon completion of this class, students should have a basic understanding of actions that should be followed in order to prepare for federal retirement.
Retirement Training Requests
Training shall be focused on requirements for Federal employee’s relative to the retirement system (FERS or CSRS) and duration of time remaining until retirement. Instructors will also provide informal guidance on the topics being taught during breaks and at the end of class for up to one (1) hour. The Department of the Treasury understands that guidance will be general in nature and is not intended to be official individual financial planning sessions. All training identified in 3.1 through 3.4 shall cover the same topics. However, the content might be adjusted in order to cover the target attendees and will be addressed at the individual Call Order level. At a minimum, topics shall include, but are not limited to:
a) Basic benefits – For CSRS, include CSRS Offset
b) Social Security
c) Health Insurance to include FEDVIP Federal Employee’s Health
Benefits (FEHB) - Including health insurance options that are available to Federal employees once retirement begins.
a) Federal Employees’ Group Life Insurance (FEGLI)
b) Life insurance options for retired Federal employees
c) Thrift Savings Plan (TSP)
1. Review the different types of Investments to include pro’s and con’s
2. Withdraw
a) Flexible Spending Account (FSA)
b) Long Term Care (LTC)
1. Designation of beneficiaries of federal benefits (TSP, insurance, etc.)
c) Financial Planning to include wills, estate planning and transitional planning
d) Additional topics within scope. The Contractor will submit any additional training topics to the Contracting Officer Representative (COR) for consideration. Any additional topic trainings will be negotiated and approved by the Contracting Officer at the Call Order level.
