Description

SUMMARY

The Family Support Specialist is responsible for developing and maintaining relationships with families and ensuring they receive comprehensive services through their participation in the Home Based Education program. Comprehensive services include health and social services, disability services, reports and grantee meetings. The Family Support Specialist also prepares and coordinates parent meetings and socializations.

The Family Support Specialist is responsible for conducting community outreach efforts to identify and develop relationships with community-based organizations that provide other needed services to families. In addition, this position actively engages in recruitment and ensures enrollment for the Home Based Education program.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Parent Involvement/Disabilities/Developmental Support

  • Develops and maintains meaningful, productive relationships with families enrolled in the program.
  • Assists parents with understanding and implementing the Family Partnership Agreement in order to encourage and promote the family’s overall development, including achievement of self-sufficiency and positive developmental outcomes for each child.
  • Coordinates parental engagement and involvement in the program, including but not limited to parent meetings, socializations, parent training sessions and Early Head Start Parent Council; provides information about the program to parents and problem-solves to remove barriers to active parental involvement.
  • Collaborates with Parent Educators to plan parent activities, encourage parent participation in program activities and obtain feedback from parents regarding their level of satisfaction with the services they receive.
  • Supports Parent Educators in working with families living with chronic illness and struggling with poverty, including mentoring the staff’s understanding and empathy for the effect these issues might have on parental resources and decisions.
  • Provides guidance to Parent Educators by taking a leadership role in addressing challenging situations and diffusing parents’ concerns; develops and models strategies for supporting families in a family-centered fashion using a strengths-based approach.
  • In collaboration with the Program Manager, follows up on attendance-related concerns and issues through documentation and parent contacts; creates plan for increased attendance.
  • Identifies services currently available and those needed by families enrolled in the program; assists in identifying children with special needs, and connects families with needed community resources.
  • Works in collaboration with other staff and consultants to monitor, track and coordinate services for families.
  • Recruits and supports parent representatives for the Early Head Start Policy Council; attends evening Early Head Start Policy Council meetings with parent representatives monthly.
  • Attends Early Head Start administrative meetings related to family support and parent involvement; attends disabilities meetings with grantee.
  • Completes the Children’s Place psychosocial intake assessment annually.
  • Develops an integrated, comprehensive and strength-based family service plan, and subsequently reviews and updates the service plan with the family at a minimum of every 6 months; documents in Child Plus and enters family goals into GOLD.
  • Works with parents and Home Based Education staff to coordinate transition plans for children transitioning to an Early Childhood Education program for ages 3-5.
  • Collaborates with Home Based Education staff and consultants as needed to ensure the health and nutrition needs of parents, infants, children and families are addressed.
  • Serves as an advocate for Head Start families and as a liaison between families, the program and the larger community.

Enrollment

  • Maintains full enrollment in the Home Based Education program, including

10-25% enrollment of children with special needs.

  • Recruits and enrolls families into the program, and assists with the intake and eligibility determination of new families; maintains enrollment throughout the program year through various recruitment strategies.
  • Collects information for the monthly management report for enrollment, Monthly Administrative Reporting Standards (MARS) and other reports as needed; submits to grantee after appropriate levels of review.
  • Develops and maintains a network of community resources targeting pregnant and parenting families.
  • Attends community functions to meet potential families and provide information about Children’s Place services. 
  • Collaborates with Home Based Education staff and consultants as needed to recruit infants and children with disabilities into the program.

Other Duties

  • Ensures Early Head Start performance standards are being met in relation to family and community services, including entering data into Child Plus.
  • Attends staffings of all families in the program; attends case management staffings for those families who receive services.
  • Maintains written documentation of activities with parents, community agencies and staff.
  • Participates in ongoing training and staff development, including regularly scheduled staff meetings and quarterly All Staff Meetings.
  • Participates in Children’s Place quality assurance initiatives as needed and appropriate to improve service quality and ensure compliance with licensing, accreditation and contractual standards. 
  • Performs other duties as necessary to meet new funding requirements or as assigned by the Program Manager.

Qualifications


EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Social Work, Social Services, Family Services, Family Studies, Human Services, Counseling or related field required. Master’s degree preferred.
  • Illinois Gateways Family Specialist credential (Level 4 or higher) required within 18 months of hire.
  • Minimum of 3 years of experience working with young children and families in a community-based early childhood program required. 5 years of experience preferred.
  • Experience working with persons living with chronic illness and families living in poverty preferred.
  • Knowledge of Early Head Start performance standards preferred.
  • Bilingual (English/Spanish) written and verbal communication skills required.
