Responsibilities

The Facility Security Officer (FSO) is responsible for on-site management of Draper’s industrial security program at the Cape Canaveral, FL location. The candidate must be a United States citizen and manage all aspects of the National Industrial Security Program (NISP) and other security activities, including, but not limited to: PERSEC, OPSEC, PHYSEC, COMSEC, counterintelligence, insider threat, and administrative security to ensure compliance with applicable regulations and company security policies and procedures. The FSO will interface directly with security oversight agencies of other Government customers, local Air Force and Navy organizations, as well as sub/prime contractors. The candidate must have experience implementing policies and procedures in accordance with security directives and requirements. The FSO is part of the corporate security team, but operates independently as field site security lead.

Responsibilities

  • Ensure NISP compliance in the areas of personnel security/visitor control, information system security, physical security, document control, and security education as outlined in government security manuals (AF/AFIs, NISPOM, DoD regulations, etc.).
  • Demonstrate proficiency with maintaining and administering security databases, to include Defense Information Security (DISS), National Industrial Security System (NISS), and Security Information Management System (SIMS) database(s).
  • Provide briefings on the overall security programs and related responsibilities.
  • Provide security guidance regarding controlling, safeguarding, and marking classified material, CUI, and other protected information.
  • Oversee document control accountability systems to ensure proper receipt, generation, accountability for, and proper disposition of classified materials.
  • Change door and safe combinations, responds, determines reason for and takes corrective action on after hours facility alarms.
  • Conduct IDS tests in accordance with installation instructions.
  • Act as program courier, i.e. hand carry sensitive material to various locations and ensures accuracy of receipt and dispatch, document control, personnel and combination records.
  • Serve as badging authority responsible for processing base and restricted area access requests.
  • Conduct administrative inquiries of security program non-compliance. Works with Security leadership to investigate, prepare, and submit written investigative reports.
  • Implement a method of inspection, audit and analysis of security functions to determine performance.
  • Conduct and document internal self-inspections.
  • Provide security support on special activities to the Draper Program Manager, Technical Director and technical staff as necessary.
  • Respond to multiple tasks to identify solutions for emerging requirements, frequently with short turnaround times.
  • Maintain knowledge and understanding of security community policy changes, communicate pertinent changes, and manage implementation of compliant solutions.
  • Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.
  • Collaborate with IS and Industrial security staff to develop corporate-wide security education, training, and awareness and/or special briefings.
  • Provide off hour support as required.

Qualifications

Required Qualifications:

  • Bachelor’s degree in Security Management (or related field). May substitute additional experience for education.
  • 8 years of DoD and security management work experience.
  • Excellent written communications, aptitude for details, strong communication, interpersonal and organizational skills.
  • Knowledgeable in MS Office Suite.
  • Self-starter, experience in remote site office environment or equivalent is preferred.
  • Some travel may be required.

Security Requirement:

  • Current in scope Top Secret security clearance is required.
