Manages the daily activities and functions for the IT Applications Section and ensures that applications delivered by ITD meet customerandrsquo;s needs. Responsible for customer satisfaction and facilitating resolution of issues and concerns. The application manager provides technical support and problem resolution related to business application software systems. This role is to ensure the agency has secure and robust enterprise applications to achieve TxDOTandrsquo;s mission. Also is responsible for communicating the long-term roadmap for the application portfolio. The IT section manager is responsible for ensuring all applications are robust, supported, and secure. The section manager will be responsible for determining a long-term resource plan to ensure core TxDOT systems knowledge is sustained. Responsible for software and systems upgrades. Creates and nurtures long-term relationships with customers. The position will supervise a team of professionals responsible for developing and maintaining systems in a timely manner, using best practices. Reports to the Chief Information Officer. Employees as this level are virtually self-supervising and assume direct accountability for the work products.Essential Duties:Building long-term relationships with IT stakeholders and customers.Directs the incorporation of effective change and risk management controls.Directs IT program activities and functions; develops and implements techniques for evaluating program activities and IT business functions on behalf of division.Collaborate with IT teams to address customersandrsquo; needsAddressing customer concerns and complaints. Oversees project analyses, monitors the impact of changes in existing processes and procedures, and identifies strategies for accomplishing the desired outcome.Oversees the maintenance of a repository of project documentation.Partners with other areas in the agency to support local and enterprise-wide activities and drive engagement.Prepares and monitors branch or section budget and staffing requirements.Creates and nurtures long term working relationships with customers.Supervises a group of professional and technical employees.Manages budget and finance activities by compiling and preparing operational and financial reports and planning district/division needs using program analysis to track progress, trends and make recommendations.Directs the development, implementation, maintenance and improvement of processes, standards and procedures.Directs the development, implementation, maintenance and improvement of software/hardware applications, operating systems, data centers, etc.Negotiates, develops, monitors and administers contracts.Provides leadership to the Branch to meet the objectives. Communicates a clear vision of the objectives and manages the branch in achieving them.Performs other job responsibilities as assigned.
