Job DescriptionCPS Well Being Spcl Mgr I The CPS Well Being Specialist Manager reports to the Associate Director of the CPS Medical and Behavioral Health Services Division. Performs routine (journey-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Essential Job FunctionsManages day-to-day activities of staff within a business function, division, or department.
Plans and manages unit operations to achieve program objectives for service delivery by monitoring caseloads, consulting with staff on case issues, and reviewing and approving consultative activities including staffing and trainings for internal and external staff.
Ensures consistent and accurate application and assessment of CPS Medical Services policies, rules, and statutes.
Manages staff development plans and activities.
Conducts monthly conferences with staff to discuss performance measures.
Completes an annual evaluation on individual staff performance.
Develops plans to improve performance in areas needing attention.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
Evaluates unit performance through case-readings, staff performance evaluations, QA, and other statistical reports.
Participates in annual goal setting for the Division and provides input on areas needing improvement related to foster youth accessing medical and behavioral health services through STAR Health.
Assists in planning and implementing tasks for goals outlined by executive leadership, division leadership, and legislation.
Develops and implements techniques for evaluating business function, division, or department activities.
Develops and implements decision-making processes related to the escalation of complaints and appeals to denials of services that are received in the CPS Medical and Behavioral Health Services Division.
Evaluates budget requests, monitors budget expenditures, and makes adjustments, as necessary.
Reviews, monitors, and approves budget requests and budget expenses, including travel expenditures, for the CPS Medical and Behavioral Health Services Division.
Provides input in the development of new policies and procedures; and monitors compliance with policies and procedures.
Provides interpretation of policies related to accessing STAR Health services to agency and SSCC staff, licensed childcare providers, and contract service providers.
Interprets and advises internal and external stakeholders regarding program policies and procedures as they relate to accessing STAR Health for children in DFPS conservatorship.
Attends staff meetings and conferences to assist in future planning, coordinating, and ongoing oversight of accessing STAR Health for children in DFPS conservatorship for the division.
Identifies areas of needed change and makes recommendations to improve operations.
Identifies patterns of practice throughout the state by DFPS and SSCC staff and develops a plan for improvement for areas of concern.
Meets routinely with stakeholders including DFPS, SSCCs, STAR Health, and HHSC to discuss trends for service delivery for youth in foster care and assists in solution finding on a systemic level.
Provides technical expertise and guidance regarding questions related to the business function, division, or department.
Provides and oversees expertise and guidance provided to internal and external stakeholders regarding questions related to well-being-related policies and procedures.
Supervises the work of others.
Selects, hires, manages, and develops staff.
Completes supervisory tasks such as managing time and leave, monthly team meetings, one on one conferences, and general staffing.
Performs related work as assigned. Knowledge Skills AbilitiesKnowledge of local, state, and federal laws and regulations relevant to medical services for children in DFPS conservatorship. Extensive knowledge of policies and processes in human and social service agencies related to medical services for children in DFPS conservatorship. Knowledge and/or experience in different stages of services for Child Protective Services. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software. Skill in effective verbal and written communication. Skill in effective problem-solving techniques and negotiations. Skill in establishing and maintaining productive working relationships both internally and externally. Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others. Initial Selection CriteriaGraduation from an accredited four-year college or university. Full-time experience with medical services, Texas Medicaid, or child welfare. Experience with developing business processes and maintaining tracking systems for documents, tasks, and other assignments. Experience and education may be substituted for one another on a year to year basis. Additional InformationPosition is a full time Telework position and can be housed anywhere in Texas.
