JOB DESCRIPTION

ACCOUNTANT

SUMMARY:

The Accountant performs complex financial work related to school business. This work includes activities such as, but not limited to, attendance accounting and reporting and analyzing/reconciling all District budgets and funds.

DEGREE OF SUPERVISION:

The Accountant is under the direct supervision of the Director of Fiscal Services.

Evaluations will be performed on a timeline in accordance with the collective bargaining agreement. Evaluations will be made by the Director of Fiscal Services.

DUTIES AND TASKS:

1. Finance and Accounting:

A. Post and balance receipts and other financial records; prepare and maintain journals, ledgers, accounts and other financial records;

B. Performs a variety of complex accounting duties related to assigned areas of District-wide responsibility such as maintaining all District funds accounts;

C. Reconciles ending balances and makes corrections as necessary;

D. Assists in the preparation of all financial reports, such as budget, interim reporting, estimated actual, year end;

E. Assists District sites with proper maintenance of ledgers; trains and explains to District site personnel as necessary;

F. Interacts with vendors and banks to research status of accounts and discrepancies to correct errors and resolve issues and to obtain or exchange financial information;

G. Assists with revision and adjustment of budgets and funds as necessary and according to rules and regulations, including reconciliation of payroll system to budget;

H. Maintains District revolving cash fund and petty cash; write checks, receive and balance receipts and deposits;

I. Collects, compiles and posts to appropriate accounts monies received by District schools, programs and functions; generates monthly cash collection report and distributes information to the County;

J. Opens, verifies, balances and adjusts accounts;

K. Invoices outside groups for use of District facilities and other monies due to the District;

L. Performs posting, assembling, and tabulating of financial data;

M. Verifies trial balances and makes adjusting and closing entries;

N. Prepares receipts and disbursement reports, balance sheets, and other reports;

O. Analyzes and interprets data processing records;

P. Prepares summary statements from monthly County fiscal reports;

Q. Compiles data from individual school sites for attendance reporting and prepares associated attendance reports. Gathers and processes information and data for annual expenditure reports including categorical programs and Special Education.

2. Department leadership

A. Supervises in the absence of the Director of Fiscal Services (S);

B. Provides technical training to Account Clerks in lower classifications (S)

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Working Knowledge of:

A. Computer Information Systems used for transmitting and receiving financial data and reports for the County;

B. Accounting principles, practices and terminology used in financial record keeping;

C. District organization, operations, policies and objectives;

D. Knowledge of applicable sections of the State Education Code and other applicable laws, rules and regulations;

E. Analysis and interpretation of data processing reports;

F. Data processing equipment; and

G. Modern office methods, practices and procedures.

2. Skills and Abilities

A. Plan, organize and carry out assigned accounting functions;

B. Ability to type;

C. Make complex calculations;

D. Operate a computer and spreadsheet software and other standard office equipment;

E. Understand and carry out oral and written directions.

F. Analyze and make sound recommendations on complex financial data and operations;

G. Make calculations with speed and accuracy using a variety of appropriate programs and/or machines;

H. Total and balance ledgers, bank statements and statistical data;

I. Make independent judgements;

J. Communicate effectively;

K. Establish and maintain cooperative and effective working relationships with others;

L. Meet timelines and adhere to schedules

M. Maintain confidentiality and discretion with sensitive materials;

N. Apply and explain policies, procedures, rules and regulations.

QUALIFICATIONS:

1. Education and Experience

A. College level education in Business Administration, Public Administration, Accounting or a job-related field.

B. Three years of increasingly responsible experience in the preparation and maintenance of financial records.

C. School district experience preferred.

CAREER LADDER OPPORTUNITIES:

To advance to the position of Director of Fiscal Services, incumbents need to:

  • Obtain a college degree in Business with an emphasis in accounting and/or bookkeeping;
  • Training and/or coursework in supervisory skills, including evaluation of employees;
  • Have a least five (5) years of work experience which provided knowledge of the accounting and payroll systems and procedures of a school district; and
  • At least one year of supervisory experience.
