Location: The primary work location(s) will be Austin, TX 78751. Resource must be physically located in Austin, TX.

Duration: Services expect to begin on or around 09/13/2021 through 08/31/2022. This service may be amended, renewed, and/or extended.

Texas Health and Human Services Commission requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.

Responsibilities

_

The Project Manager position will be responsible for managing Network Services projects through all phases of the project management lifecycle involving technical design, hardware, software, configuration, security, implementation and deployment elements. The project will involve but not be limited to: switch and router configuration and implementation; WiFi optimization, expansion, and implementation; other network projects. The Project Manager position will report to the Network Services Director or other senior member of Converged Services team.

High-level responsibilities may include:

  • Manage all phases of Network Information Technology (IT) projects through all phases of the project management lifecycle involving technical design, hardware, software, configuration, security, implementation and deployment elements.
  • Follow standard project management lifecycle and IT industry practices regarding business and technical objectives, solution design, development and deployment as well as scope, quality, risk, issue, change, communications, stakeholder and vendor management.
  • Develop all project management deliverables and project artifacts required for the projects.
  • Build and lead technical and business teams that span multiple disciplines and agencies, keeping them focused and managing schedule and scope.
  • Achieve project results on schedule, at or below budget and at or above quality requirements within a complex, resource constrained enterprise with competing and conflicting business and technical priorities and requirements as well as including both legacy and current state of the art technology and processes.
  • Keep the Director and stakeholders informed of project status – schedule, scope, quality, and cost.
  • Establish timeline and resource requirements for successful execution of the project.
  • Coordination with key stakeholders and sponsors to obtain approval of resources and timeline.
  • Working with various IT and business stakeholder areas to ensure that project deliverables are compliant with state, federal, and other applicable agency standards.
  • Risk identification and coordination of resolution with project leadership.
  • Provide both technical and project thought leadership.
  • Apply experience and judgment to plan and accomplish goals.
  • All other duties as assigned.

The PM III must be self-directed and independent with proven communication skills at all levels from IT workers to sponsors to IT and business executive stakeholders.

Qualifications

Note: Prior experience working with a State of Texas agency is desireable.

Note: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

10 Yrs Required: Work experience in the Information Technology industry

10 Yrs Required: Experience with MS Project, MS Office, Visio, and status reporting tools.

10 Yrs Required: Experience in effective general written/oral communication, including documenting deliverables and project status.

8 Yrs Required: Managing IT projects

8 Yrs Required: Experience in IT infrastructure environments and implementation/deployment projects

3 Yrs Required: Managing large-scale projects implementing network infrastructure components.

1 Yrs Preferred: Project Management Professional (PMP) Certification

1 Yrs Preferred: Work experience managing projects in Texas state government

1 Yrs Preferred: Work experience within a Health and Human Services agency agency
