SUMMARY / GENERAL DESCRIPTION OF JOB:
The President of Chugach Government Solutions (President CGS) is an executive level Chugach Officer serving the company in a fiduciary capacity, holding the dual title of CAC Executive Vice President of the Government Division.Learn more about Chugach Government Solutions at www.chugachgov.com. The President CGS is the principal organizational leader who plans, develops and establishes policies and objectives of the company.Working with the CAC EVP & Chief Operating Officer (COO) this individual must foster innovation and strategic edge, have high performing strategic thinking, create new opportunities and partnerships, and is responsible for:
  • Developing strategy related to new high impact opportunities, identifying and cultivating key strategic partnerships, relationship growth, and executing plans to achieve revenue results from these partnerships, administering activities of the corporation in accordance with and for the purpose of achieving the goals and objectives set forth by the CAC Board of Directors and CAC COO, and maintaining trusted relationships with the CAC Chairman, CEO and COO and enhancing the cohesiveness of the executive leadership team.

ESSENTIAL DUTIES & JOB FUNCTIONS / ACCOUNTABLE FOR:
  1. Collaborate with the CAC COO, CEO and CAC Chairman and the Board to establish a growth path in alignment with the overall business strategy, five-year plan, and 100-year visions.
  2. Direct and administer the activities of the company in a legal and ethical manner in compliance with laws and regulations and in conformity with the goals and philosophies as set forth by the CAC Board of Directors.
  3. Provide for the development of both strategic and operational plans and budgets, including an annual budget to be presented to the board for its approval.
  4. Confer with company officials to develop organizational policies to coordinate functions between division and departments, and to establish responsibilities and procedures for obtaining objectives.
  5. Develop deep insights and analytics to assess the long-range viability of the company's markets, business lines, and bidding methodologies to accelerate growth towards revenue and operating income targets.
  6. Coordinates with the COO to create significant business development activities, which may include investments in M&A, organic growth or organizational efficiencies. Package investment opportunities, present recommendations to the CAC executive team and oversee the investment review process for the company.
  7. Collect and evaluate business data and develop a business plan and a strategic framework that charts the course for future growth for the company.
  8. Identify, pursue and establish partnerships that enhance current competencies, create new competencies and accelerate revenue and value growth.
  9. Recommend to the CAC Board of Directors an evolving organizational structure for the corporation, its divisions, and subsidiaries.
  10. Provide for a system of governance, which follows established authority matrixes and operating agreements, approved short term and long-term plans, and clearly identifies deviation from these controls.
  11. Closely monitor financial and other business metrics to determine and report progress in attaining objectives.
  12. Provide for the recruitment, retention, and development of a strong executive team.
  13. Establish employee wage and salary structure and benefit programs in conformity with the board's pay philosophy and industry standard benchmarking data.
  14. Negotiate contracts and other agreements on behalf of the corporation.
  15. In cooperation with the CAC Chairman, CEO and the CAC COO plan and develop public relations policies designed to improve the company's image with customers, employee, shareholders and public.
  16. Leverage CAC's position in NACA and other associations to accomplish the company's goals.
  17. In cooperation with the CAC COO, represent the corporation in relationships with the general public, government officials, business associations, other native corporations, and business partners.
  18. Report performance metrics and other significant issues to the CAC COO and participate in regular reporting to the CAC corporate management team and CAC Board of Directors.
  19. In cooperation with the CAC COO, develop annual job performance criteria, goals, and objectives that are consistent with direction provided by the CAC Board of Directors.
  20. Meet on a quarterly basis with the CAC Board of Directors to evaluate overall progress and performance of CGS goals and objectives. Assist the CAC COO in developing the agenda for meetings of the CAC Board of Directors.Make regular reports to the CAC Board of Directors and CAC COO and make recommendations to the CAC Board on matters requiring Board action.
  21. Maintain a high level of moral, ethics, and effort among executive personnel.
  22. Evaluate the performance of company executives with established procedures and objectives of the company and contribution to obtaining objectives.
  23. Travel to Washington, DC in support of Chugach's government relations programs and initiatives, and to projects sites and customer and prospective customer offices, as required.
  24. Performs related duties as assigned.

  • Supporting a safe work environment through support of regulating compliance and in-house programs.
  • Projecting and operating within a cost-effective budget.
MANDATORY:
  • Bachelor's degree in Political Science, Business, Finance, Project Administration, Marketing, Law, or other relevant field.
  • At least fifteen (15) years of experience in the government contracting industry, at least five (5) of which must have been in a senior management position.
  • Direct experience in the government acquisition process with clear understanding of the FAR, DFAR, CFR and other regulations.
  • Successful experience with organized labor and labor regulations including Davis-Bacon act, Service contract act.
  • Demonstrated experience leading a large organization and ability to lead multi-disciplined departments including finance, operations, IT, HR and Business Development.
  • Proven history of self-motivation and professional growth.
  • Ability to lead the company by instilling confidence of the CAC Board of Directors and CAC President & COO, the executive management team, and the staff.
  • Ability to endure significant travel with periodic extended work hours.
  • Reside in Anchorage, AK, Washington DC, or Huntsville, AL or the ability to relocate to one of those locations.
  • US citizen, with a current passport, and possession or ability to acquire a top-secret security clearance.
Knowledge Of:State and Federal laws and statutes affecting company operations; conflict of interest laws and principles; municipal law and government finance; regulatory issues related to Alaskan Native corporation business operations, strategic and operational planning; and business plan analysis.
PREFERRED:
  • Master's degree or deep equivalent experience in business, government contracting, finance or other related field.
  • Knowledge and experience of the SBA 8(a) program, history and compliance requirements.
  • Five (5) years executive level experience in an Alaska Native Corporation environment.
  • A valid driver's license with an acceptable driving record.
  • Prior military experience.
