Responsibilities

Technica is a technology solutions company providing technology integration, professional services, products, and innovative technology solutions to Defense, Intelligence, Law Enforcement, and Federal Civilian Agencies. We are recognized as an experienced and trusted advisor to our customers with specializations in network operations, transport and infrastructure, cyber defense and security, application integration, software development and support, systems engineering and training, and product deployment planning and support.

 

Technica is looking for a highly qualified Program Manager. The selected candidate must be able to communicate effectively (written/verbal), possess strong interpersonal skills, and be self-motivated. The primary objective will be the delivery of all contractual requirements within budget and on schedule, while achieving and delivering all technical requirements and capabilities. The individual will lead a matrixed-functional team of hardware and software engineers, operations, and logistics teams aligned to common program performance goals. As a Senior Program Manager, you will anticipate bottlenecks, provide escalation management, anticipate, and make trade-offs, and balance the business needs as you work through constraints. An ability to take large, complex projects and break them down into manageable pieces, develop functional specifications, then deliver them in a successful and timely manner is expected.

 

This position requires a comprehensive understanding of restricted and DoD customer communities, program management skills, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the company. The selected candidate must have a comprehensive knowledge of program management standards, policies, and guidelines. They must be able to interact with and influence executive level management and customers and communicate effectively with both oral and written presentations.

Responsibilities may include but are not limited to:

  • Single point of contact for the client
  • Manage programs, dependencies, and mitigate risks regarding Government requirements
  • Adherence to all internal processes for Program Management
  • Identify continuous improvement opportunities for increased efficiency
  • Manage and monitor the working of the various functional organizations, including subcontractors, supporting the Program
  • Development and adherence to budget baselines
  • Development and delivery of presentations to Customers, leadership, and program stakeholders
  • Establishment of schedule milestones and spend-plan
  • Facilitate sprint planning, sprint demo and retrospective meetings to achieve the program goals
  • Support the various internal and external program reviews
  • Conduct regular meetings with team to discuss issues, concerns, and resolution
  • Work in compliance with company policies and procedures

Requirements

  • Must be a US Citizen
  • Must be able to pass a pre-employment background check
  • Must have or be able to obtain/maintain a DoD Clearance
  • Bachelor’s Degree in related field, plus a minium of 16 years of experience.
  • Must have 10 years’ experience managing 50 or greater employees delivering complex technology solutions
  • Project Management Professional (PMP) certification
  • Project Management/Project Planning/Project Analysis experience
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
  • Experience in understanding metrics and developing them
  • Excellent communications skills both verbal and written
  • Experience with agile, Scrum, or similar program management methodologies
  • Understanding of technical, cost, schedule impacts on a program and be able to present at program reviews, and assess the technical impacts
  • Understand product development and deployment
  • Compliance and control of technology, software, and information regulations a must
  • Understanding of JIRA (not a coder)
  • Experience in creating and maintain a product development supporting the Navy or DoD a must

Certifications

  • Project Management Professional (PMP) certification
