Job Summary: Develops and implements a recruiting strategy for independent contracts (owner operators) and independent drivers to ensure Parkway Transport meets the needs of its customers and corporate goals.

Essential Functions / Process Responsibilities include the following; other duties may be assigned as necessary:

- Recruits, qualifies and trains all potential contractors and their drivers

- Maintains and reports truck numbers and retention rates on a routine basis

- Responsible for advertising campaign to recruit top talent

- Evaluates current industry pay standards and creates compensation packages based on analysis

- Provides contractors with external health benefit and insurance contacts

- Assists in the development of the contractor communications, culture strategy and processes, executing processes to achieve desired results

- Analyzes and manages budget for recruiting

- Supervises and provides guidance to non-exempt Partners

- Oversees the hiring process, including compliance

- Ensures that all qualifications, regulatory and safety regulations for all independent contractors and their

Partners is complete

- Acts as a liaison between Parkway Transportation and the contractors

- Ensures that a routine monitoring process is within the internal policies and procedures

- Provides support on accident investigation and reporting as needed

- Directs and Influences all recruiting functions

- Provides data and influences contractor rates

- Manages negotiations and identifies -value-added- services for contractors

- Identifies contractor needs and reports on competitive market trends

- Manages all marketing for recruiting function

- Oversees application system and tracks and reports accordingly

- Responsible for cold calling and recruitment efforts

Education and Experience preferred

- Bachelor's degree preferred

- 6-8 years related industry experience required

- Breath and Alcohol Test (BAT) Certification required

Key Competencies preferred

- Excellent written / verbal communication and presentation skills

- Advanced analytical and project management skills

- Strong organization and time management skills with ability to multi-task and attention to detail

- Strong negotiation and influencing skills

- Excellent personal leadership skills and ability to develop team members

- Basic knowledge and expertise in financial reports respective to one functional area

- Expert knowledge on trucking industry and laws

Physical and Other Requirements

- Function in a fast-paced, retail, office environment

- Travel by car or airplane with overnight stays

- Willingness to travel 50% of the time

- Work extended hours
