Targeted Approach Llc is Hiring a Financial Analyst Near Andrews AFB, MD

Responsibilities:

The candidate will support MPCO with the management and execution of the programming and budget of funding to support its mission.

  • The candidate will provide assistance, technical analysis, recommendations, monitoring, planning and execution for the financial management of the resources of the MPCO.
  • The candidate will assist in all parts of the DoD Planning, Programming, Budgeting and Execution (PPBE) processes of the MPCO. This includes planning and preparation for the Congressional Justification Books (CJB) submissions and budgeting and execution of current year funding.
  • The candidate will assist in the preparation and coordination of CLIN breakouts, support agreements and other documentation that may be required to initiate a funding document or accept funds from other organizations.
  • The Candidate will initiate funding documents in DEAMS or other accounting systems as required.
  • The candidate will assist in maintaining accurate and up-to-date records to include reconciling accounting systems weekly to ensure accurate tracking.
  • The candidate will maintain contract trackers of all task orders. Trackers include funding audits of funds by CLIN on each task order
  • Candidate shall prepare MIPR acceptance documents and support contract reviews.
  • Candidate shall prepare weekly status of funds reports and assist in the completion of Tri-Annual Reviews to include closing out documents throughout the year, as well as monthly execution charts for CDMX leadership.
  • Candidate will assist in the development of routine briefings for internal and external leadership, and key events.

Education:

  • Master's Degree in the stated discipline or Bachelor's Degree plus 4 years

Experience:

  • Ten (10) years of experience providing financial management and control, scheduling, coordinating, contract administration. Assisting in the development of of financial controls, procedures, systems and forecasting techniques. Developing plans, including budgets and schedules, to meet contractual/project requirements of a program. Ensures compliance with internal customer procedures, such as government procurement regulations.
  • Ten (10) years of experience monitoring progress of program requirements. Monitoring cost performance against plans to ensure contractual cost obligations are met. Supporting government financial business practices and incorporate processes into compliant solution. Applying sound accounting, tracking, and data processing principles to the performance of an effort. Identifying potential problems and solutions through analysis and recommends solutions.
  • Six (6) years of DoD experience financial management working all phases of PPBE, DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and the congressional budget process, and experience working OSD, DoD and OMB policies, directives, and regulations.
  • Experience in managing multiple funding profiles, i.e. monitoring and

analyzing obligation and expenditure rates; analyzing funding trends. Experience with multiple appropriations including O&M, RDT&E, and Procurement, and with financial systems including ORCALE based systems such as DAI, DEAMS, as well as, EBAS, EDA, WAWF, IRMA-I.

  • Experience building and managing spend plans, UFRs, and obligation plans. Experience with the CJB process including narrative and resource input.

Pay: $80,000.00 - $95,000.00 per year
